The Franklin County Commissioners met Thursday, April 13, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. The Board attended the Prison Board meeting. Chairman Keller presided
and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the April 4, 2017 and April 6, 2017 meetings.
The Board reviewed Aging Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Food and Beverage License to the Pennsylvania Department of
Agriculture for the Fort Loudon Senior Activity Center at a cost of$82.00. It is a state
regulation to have a food and beverage license renewed annually. There is no increase
from last year and is funded by the Pennsylvania Department of Aging Block Grant.
The Board reviewed Commissioners/Elections matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Beidel Printing House, Inc. for the printing of ballots
for the Municipal Primary Election to be held on May 16, 2017, in the amount of
$19,650.00. The Commissioners awarded this bid on March 28, 2017.
The Board reviewed Controller's Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$112,580.00 to provide general fund budget to cover
wages and benefits of two Accounts Payable staff which transitioned to the Controller's
Office.
The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Gaudenzia Inc. to provide inpatient treatment services for
Treatment Court participants in the amount of$35,100.00, for the period of April 6, 2017
through June 30, 2017. These services will be covered by the Pennsylvania
Commission on Crime and Delinquency (PCCD) Problem Solving Courts Grant.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
quotes from Candoris and Southern Computer Warehouse (SCW) to upgrade the county
Active Directory Infrastructure at a cost of$11,252.38. Active Directory is used to
authenticate users and computers on the county network. The current directory services
are outdated and not optimally compatible with new Windows 10 machines that will be in
use this year.
The Board reviewed additional Information Technology Services matters. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved
for the Chairman of the Board to execute the quote from ePlus to upgrade and expand
the County Wi-Fi network at the jail for a cost of$13,113.92. This upgrade is needed to
support the new Guardian inmate tracking system.

The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the invoice from Direct 4BIZ LLC for a one-time installation fee to convert the
jail's inmate television service to DIRECTV, at a cost of$1,439.74 to maintain current
service at a lower cost. Cost will be covered by the inmate store account.
The Board reviewed additional Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the agreement between the County of Franklin and DIRECTV, LLC. to
provide inmate cable television service at a cost of$3,719.52, for the period of March
29, 2017 through March 29, 2019. Cost will be covered by the inmate store account.
The Board reviewed additional Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the agreement between the County of Franklin and Sharif Joyner d/b/a
Mr. J's to provide on-site barbering services at the jail at a cost of$12.00 per haircut and
$7.00 beard only and $19.00 for both haircut and beard, for the period of April 10, 2017
through April 10, 2019. Inmates will reimburse the county for these services.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Uni-Tec Consulting
Engineers, Inc. notified the County of a Pennsylvania Department of Environmental
Protection Public Water Supply Permit application being applied by South Mountain
Restoration Center for the development of a well and construction of a well control and
chlorination building to add a new well source to the current water system, located in
Guilford Township.
The Board reviewed information regarding Fair Housing Month. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to sign
Franklin County Proclamation #2017-07 proclaiming the month of April as Fair Housing
Month and that the attached proclamation be made a part of these minutes. Sam
Thrush, Planner, was present to receive the proclamation and explained that since the
Planning Office and other county departments have State and Federal grants, they are
asked to declare April as Fair Housing Month. He explained that in the past, the
Planning Office advertised Fair Housing Month on the radio and sent emails to
municipalities. He said they are developing a social media post to link social media
users to the proclamation and a YouTube link from the U.S. Housing and Urban
Development.
The meeting was adjourned at 9:47 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.

FAIR HOUSING MONTH PROCLAMATION
WHEREAS, April marks the anniversary of the passage of the Fair Housing Act of 1968, which
sought to eliminate discrimination in housing opportunities and to affirmatively further
housing choices for all Americans; and
WHEREAS, the ongoing struggle for dignity and housing opportunity for all is not the
exclusive province of the Federal government; and
WHEREAS, vigorous local efforts to combat discrimination can be as effective, if not more so,
than Federal efforts; and
WHEREAS, illegal barriers to equal opportunity in housing, no matter how subtle, diminish
the rights of all;
NOW, THEREFORE, BE IT RESOLVED, that in the pursuit of the shared , goal and
responsibility of providing equal housing opportunities for all men and women, Franklin
County, does hereby join in the national celebration by proclaiming
APRIL, 2017 as FAIR HOUSING MONTH
and encourages all agencies, institutions and individuals, public and private, in Franklin
County to abide by the letter and the spirit of the Fair Housing law. Signed and,sealed this
