The Franklin County Commissioners met Tuesday, April 25, 2017, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller announced that Commissioner Thomas is not in attendance
today. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to adopt the agenda.
There was no public comment.
The minutes of the April 18, 2017 and April 20, 2017 meetings were reviewed.
These will be approved Thursday, April 27, 2017.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked for more information on board action item #1, proposal from Martin and Martin for
engineering services. John Hart, Chief Clerk, explained that the barn on Franklin Farm
Lane suffered damage during a snow storm in 2016 so it had to be demolished and the
Master Gardeners and the Horsemanship Program use the building. He is working with
Guilford Township and the County will use Martin & Martin for civil engineering for
replacement of the building. Carrie Gray, County Administrator, explained board action
item #6, Project Modification from PCCD. She explained that the County received word
from PCCD that they released funds needed to increase allocation for the Intermediate
Punishment program. It was a quick turnaround so Shalom Black and the Intermediate
Punishment team pulled some numbers together to get the project modification
submitted. The following items were approved today while the remaining items will be
approved Thursday, April 27, 2017.
The Board reviewed Commissioners' Office matters. On a motion by Robert G.
Ziobrowski; seconded by David S. Keller; unanimously approved the proposal from
Martin and Martin, Inc. to provide engineering services to develop a new facility in the
place of the old bank barn on Franklin Farm Lane at an estimated cost of$6,000.00.
The Board reviewed Grants/CJAB matters. On a motion by Robert G.
Ziobrowski; seconded by David S. Keller; unanimously approved the Project Modification
to the Intermediate Punishment Grant from Pennsylvania Crime and Delinquency
(PCCD) to increase SCRAM alcohol monitoring from $18,534.00 to $38,536.00, add a
line item for$100.00 for lodging for ICM training, and increase the Medical Assistance
match to $120,000.00.
The Board reviewed Property Management matters and conducted a bid opening
for the sale of a 1992 Kann Recycling Trailer. The following bids were opened and read:
Mike Seilhamer bid $351.00; Joe B. Clark bid $260.00 and Josh Cordell bid $200.00.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved to award to Mike Seilhamer for a total bid of$351.00. This was the highest bid
received.
Tiffany Bloyer, Human Resources Director, and members of the Special Thanks
and Recognition Committee (STAR) were present to honor the employee of the month
for April. Beth Radcliffe, Aging Care Supervisor I, in the Franklin County Area Agency
on Aging was nominated by several of her coworkers. There were a total of 19
employees nominated. Ms. Bloyer said the selection for the April 2017 Employee of the
Month was determined by the STAR Committee based on the numerous nominations
Ms. Radcliffe received. Ms. Radcliffe was selected based in part on the following

comments noted on the nomination forms: (Beth) is consistent when following through to
meet consumers' needs and always offers alternatives and various solutions to
demanding cases on a daily basis: (Beth) exemplifies the qualities of leadership by being
dependable. (She) is disciplined and impartial yet she displays an inherent spirit of
humility. Those of us under her supervision are learning daily lessons of personal
development and growth; (She) is extremely knowledgeable of the various aging
programs and has accurate judgement about consumers; (Beth) is consistently a strong
team player when it comes to helping other members of the staff with their caseloads,
especially during unexpected events. (Her) ability to multi-task and attention to detail
serve the Agency on Aging well. Regardless of how busy her own schedule may be, she
will step up in unexpected situations in order to satisfy the consumers requiring
assistance and to help others with their caseloads. Ms. Radcliffe's outstanding
characteristics are attributes that have not gone unnoticed by her peers. Many of the
nomination forms described Beth as a very good listener to the staff in Aging, and
consumers alike. She willingly offers guidance and direction to those requesting her
knowledge and expertise. Peers describe her as very dedicated, respectful and helpful.
Ms. Radcliffe's superior communication skills serve her well as an Aging Care
Supervisor I. Ms. Radcliffe commented that she appreciates everyone at the Aging office
and that she is just doing her job. She said everyone does a good job. Chairman Keller
thanked Tiffany Bloyer and the STAR Committee on behalf of the Board for recognizing
employees the past couple of months. He appreciates the committee's work and
thanked everyone for attending.
John Thierwechter, Emergency Services Director, was present to explain that
William Smith, Telecom municator, completed his requirements for Basic Certification
with PA Emergency Management Agency (PEMA). He explained that it takes ten
courses to complete that are either on line or at a location and can take six to twelve
months to complete. Mr. Thierwechter said this is not a requirement for Mr. Smith's job,
and that he did it on his own. The Board presented Mr. Smith with his certification
plaque. Commissioner Ziobrowski said that it sounds to him like basic is a misnomer
with him having to take ten courses which is a significant amount of time. He
congratulated Mr. Smith on his accomplishment.
The meeting was adjourned at 9:52 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
