HomeMy WebLinkAbout2017-05-09 Commissioner Minutes TUESDAY, MAY 9, 2017 The Franklin County Commissioners met Tuesday, May 9, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. The minutes of the May 2, 2017 and May 4, 2017 meetings were reviewed. These will be approved Thursday, May 11, 2017. The Board reviewed Agreements, Contracts and Reports. The following item was approved today while the remaining items will be decided upon on Thursday, May 11, 2017. The Board reviewed information regarding National Correctional Officers and Employees Week. Warden Bill Bechtold and several representatives of the Jail were present to receive the proclamation. The Warden thanked the Board for recognizing the staff at the Jail. He explained that staff have dealt with extreme population pressures this past year which has put more work on the staff. He said it is fitting to recognize the staff for what they do for the citizens of Franklin County. He said they go to a lot of trainings and the last event they attended had 23 different facilities represented from all over the country. He realized once he heard how things are handled elsewhere how appreciative he is of Franklin County. Commissioner Thomas said it's not an easy job and the only time you hear anything about the Jail is when something goes wrong. They do a great job and he has great confidence in the staff. They are rightfully recognized and he asked those in attendance to pass this on to their counterparts. Commissioner Ziobrowski said if they watch TV they see jails differently, in a bad light, but if the public had any idea what the staff do and see what kind of operation they run, they would be amazed. He said the Board is proud of them. On a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski; unanimously approved Proclamation #2017 — 12 for the purpose of proclaiming the week of May 8 to May 13, 2017 as National Correctional Officers and Employees Week, and that the attached proclamation be made a part of these minutes. The Board reviewed information regarding Motorcycle Safety Awareness Month. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved Proclamation #2017 — 13 for the purpose of proclaiming the month of May, 2017 as Motorcycle Safety Awareness Month and that the attached proclamation be made a part of these minutes. The Board presented the proclamation on the square of Chambersburg to members of the Keystone Chapter ABATE of PA. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to enter an executive session at 10:30 a.m. this date for the purpose to review real estate matters and to discuss three tax assessment appeals. No action was required for the real estate matter after the executive session. Solicitor Mary Beth Shank said action will be required on her the assessment appeal items after the executive session. The Board reconvened into regular session at 11:26 a.m. Continued on page 2 Ms. Shank explained the first assessment appeal is for Justin and Ashley Barkdoll v. Franklin County Board of Assessment and Revision of Taxes #2015-4666, a residential tax assessment appeal in Greencastle. Original Assessment is $39,950 (fair market value implied by the common level ratio is $300,376). Ms. Shank's recommendation was to approve an assessed value of$36,300 (fair market value implied by the common level ratio is $272,932). On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the solicitor's recommendation. The settlement was previously approved by the taxpayer and the Board of Assessment and Revision of taxes. Ms. Shank explained the second assessment appeal is for Waynesboro Country Club, Inc. v. Franklin County Board of Assessment and Revision of Taxes#2015-4485, a commercial tax assessment appeal at 11000 Country Club Road, Waynesboro. Original Assessment is $405,510 (fair market value implied by the common level ratio is $3.05 million). The Board of Assessment lowered the assessment to $359,100 (market value implied by the common level ratio is $2.7 million). Ms. Shank's recommendation is to approve an assessed value of$126,350 for 2016 (fair market value of$1.75 million). On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the solicitor's recommendation. The settlement was previously approved by the taxpayer, Waynesboro Area School District and the Board of Assessment and Revision of Taxes. Ms. Shank explained the third assessment appeal is for Foremost Industries, Inc. v. Franklin County Board of Assessment and Revision of Taxes#2015-4484 Commercial tax assessment appeal - 6100 Buchanan Trail West, Mercersburg. Original Assessment is $860,710 (fair market value implied by the common level ratio is $6.47 million) The Board of Assessment lowered the assessment to $673,230 (fair market value implied by the common level ratio is 5.061 million). Ms. Shank's recommendation is to approve an assessed value of$665,000 for 2016 (fair market value implied by the common level ratio is $ 5 million). On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the solicitor's recommendation. The settlement was previously approved by the taxpayer, Tuscarora School District and the Board of Assessment and Revision of Taxes. The meeting was adjourned at 11:30 a.m. with a motion by Robert G.
