MEETING MINUTES
Welcome & Introductions
Everyone introduced themselves and their agency affiliation.
Fiscal Updates
» FY 2017-2018 Contracts/Budgets
Ashley McCartney thanked providers who have prepared budgets and turned
them in on time. As soon as the state set rates are final, contracts will be getting
sent out.
» FY 2016-2017 Federal Award Payment Letter
If you are a provider who received federal funds through payments from the
County, you will receive a letter when all billing has been completed (after
August). The letter will have the breakdown of all federal funds paid and the
check number. The letter is for your auditors records.
» Friendly Reminders to our Base Funded Providers
› May 15th: Quarterly Report of Expenditures (January – March)
› July 10th: Audit Engagement/Extension Letters for FY ending June 30th
› July 31st: Progress Report on Outcomes in Appendix A

» State Budget
The state budget continues to look challenging. The state is in a deficit in
revenues. This puts pressure on legislators and the governor’s office to come up
with a budget. There are cuts in certain areas. ID does not look like it will be cut. It
looks as if ID will be receiving an increase but it is unknown what that is going to
look like at this time. Autism is being added and rates changes are being done.
Legislature is pushing to not have us in a position where there is no budget and
counties cannot fund operations. A proposal was made that if there is a budget
impasse that Human Services still receive funds.

» Regional Collaborative/Communities of Practice Update
LifeCourse training tools were sent out at the last provider meeting. A booklet on
LifeCourse Planning has been ordered and will be distributed when it arrives. For

The Regional Collaborative has started. The Regional Collaborative was
represented at the Early Childhood Learning Expo in Franklin County. There were
98 people in attendance. There are five (5) families who expressed interesting in

attending a LifeCourse Planning Tools session. The first Family Session was held in
Fulton County at the Parents of Disabilities Support Group where five (5) people
were in attendance.
Regional Collaborative is going to change the way we think. Nancy Ritchey will
be the key note speaker at the Human Services Training Days in October. She will
speak on Communities of Practice then have a break out session on LifeCourse
Planning Tools. If you know of families that may want to do more planning for a
loved one, the PA Family Network will come down to do small group sessions on
the LifeCourse tools. This is a free service to families.

» SH/AIS Continuation 17-18
Supplemental Habilitation (SH) and Additional Individualized Staffing (AIS) will be
changing this year. Prior years for fiscal year renewals, it had to be approved by
the Office of Developmental Programs (ODP). This year, providers who have
individuals that receive SH/AIS will complete a checklist on pages 1 and 2 then
forward it onto the Supports Coordinator (SC) with the number of days and units
needed from July 1st to December 31st. Please cc’ Jane in the emails containing
the checklist so she is aware it was sent. When the SCs do the FYR plans, they can
add the number of units requested then Jane will review it. Any SH/AIS from
now until the end of June will go through the same procedure with ODP
approving the requests. Any new SH/AIS that is requested after July 1st, the
process will continue to be the same except the AE will be making the approval
for the service request. The DP 1050 checklist will no longer be used after July 1st
except for SH/AIS requests.
Please complete the fiscal year renewals requests for SH/AIS and get them to the
SCs as soon as possible but no later than the end of May.
» Home and Community Habilitation
Home and community hab will no longer be a service definition. Services will
now go under in home community supports. Individuals living in residential
cannot have this service. Individuals going to day programs that had home and
community need to be change to community participation. If it is one on one
100% that’s what it will need to be. This was not part of the crosswalk. Please talk
to your staff and get with the SCs to know what units will look like for this.

» EIM
If you are waiting on approvals for incident reports, please send Marion an email.
One of the things getting bounced back from ODP is not notifying the police
when there is allegation of I2I sexual abuse. Either ODP will kick back the incident
or indicate in the initial regional review that the provider did not assure health
and safety of the individual. The first and second section of the incident report

needs to state who was notified. If it was a site report, the second section needs
to list the notification contact for each individual in the house.
For incident descriptions, it is encouraged to stick to the facts. This would include
what happened and what was done to ensure health and safety. If it is an
allegation of abuse, state the allegation/what was reported. The investigator
reviews the initial report. Therefore, additional unrelated information can cloud
the investigation. Allow the investigator to gather necessary information during
the interview process. If it is physical abuse, separate target from the individual
and include the assessment of injury. This information needs to be included in the
first section.
The HCQU has a training (not specific to EIM) in regards to being factual and
how to be objective. If any providers would like this training, please contact the
HCQU and they can come out to your facility.
When completing the final section, check the County and ODP initial reviews
before finalizing. You do not receive alerts that there is a comment. If there is a
comment made by Jane, Marion, Lori or ODP, you have to respond in your final
section. It will be bounced back stating you did not review the comments and
provide follow up.
» Consumer Trainings
Consumer trainings are going well. Consumer Training was held on May 4th on
summer safety. It has been the biggest group to date. Individuals attending seem
to be enjoying themselves. The trainings are one hour long. The individuals get a
chance to meet new people. The next Consumer Training is June 13th on
hygiene. Trainings are scheduled out to December. Please encourage individuals
to come and participate.
» Residential Providers
Some individuals go to day programs and others do not. It appears that for 17-18
there could be two residential service codes in the ISP. There will be service codes
indicating the days someone attends a day program and a separate service code
for the days without day program. Service detail page is going to be lengthy. Pay
close attention to service authorizations due to all the changes. Contact the SC if
you notice anything incorrect.
Fiscal Year Renewal Discussion
» Plans and Service Changes
If there are errors in fiscal year renewal plans, it can be fixed once noticed.
Supported employment change: supported employment is broken down into
three (3) areas – career assessment, job finding and development and job
coaching. If you are working with individuals who are receiving supported
employment, you need to be specific with the Supports Coordinator to make sure
the right service code is being used for what they are doing. Individuals can

fluctuate between the areas. Ex: an individual can have a job then go back to job
finding. A critical revision meeting is needed to switch individuals from one area
to another in supported employment.
Crosswalks were sent to the AEs. The crosswalks helped the AEs with planning
and figuring out who could be over the Person/Family Directed Supports (PFDS)
cap of $33,000 as a result of the rate changes with community participation. The
AEs met with Fiscal staff to allocate money to cover transportation costs if
needed. The fiscal year renewal packets have instructed to authorize only half a
year of community participation and in home supports for those over their PFDS
cap. At this point, it is unknown what ODP’s plan is. The authorization will end
date December 31st for those over the cap.
Round Table/Provider Updates
» Service Access & Management
ID is working on hiring a new staff member to make eleven (11) Supports
Coordinators. Interviews have not yet started.
» Kaleidoscope Family Solutions
Laura Shenberger is the new Coordinator in the area; taken over for Elizabeth
Fox. SAM has been referring individuals to Kaleidoscope. The agency continues
to grow.
» Elder Day

» PA Mentor
PA Mentor is no longer using the office in Harrisburg. Instead, the Chambersburg
office will be moving to the building behind their current Chambersburg
building. PA Mentor is in the process of hiring another Clinical Coordinator to
work with the group home.
» Person Directed Supports
PDS has two events coming up – 6400 licensing at the end of May and Wine
Tasting Fundraiser on June 2nd at the Adams County Winery at 4:00 p.m. Please

» NHS
NHS is moving forward with some quality improvement projects. Day program
has expanded garden and culinary arts program. New supervisors are coming on
board.
» Keystone Human Services

Charles Nussbaum has fulfilled Bridget Pugh’s position. Keystone has completed
inspection of day programs at the end of March.
» Tender Hearted Services
Tender Hearted Services is up and running. The clients are out in the community.
Things are going well and the transition was smooth.
» The ARC of Franklin and Fulton Counties
Annual carnival is May 18th involving F&M Trust and United Way. June is the
annual picnic. Sheetz is the sponsor this year and will donate the food.
» AHEDD
AHEDD is trying to hire two Employment Specialists; one full time and one part
time. If anyone knows of anyone who may be interested, refer them to AHEDD.
» Occupational Services, Inc.
Celebrating 60th anniversary this year! An open house will be held in August;
more information will be posted. OSI is doing a 60 day prize a day giveaway
through Facebook. Like OSI’s Facebook page to be entered to win. OSI is also
working on redesigning programs based on new waiver changes.
» HCQU
New syllabus will be coming out in the next couple weeks for July – September.
Regional PPC Meeting is in July. If anyone has a case they would like to discuss,
please do so. It is usually for an individual that is dually diagnosed that staff is
struggling to support. The team comes together to make suggestions.
» UCP – Pathways
Pathways is doing wonderful. There are eleven (11) individuals enrolled. New
staff orientation is Monday, May 8th. This will enable to add on three (3) more
individuals then Pathways will be at capacity.
