The Franklin County Commissioners met Tuesday, May 30, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the May 23, 2017 and May 25, 2017 meetings were reviewed.
These will be decided upon on Thursday, June 1, 2017.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked to clarify the Armstrong County agreement, board action item #8, for
potential needs for additional space for inmates. The Warden reported at the last Prison
Board meeting that other than those needing to be out of the jail or separated for
security reasons, there would not be a need to house inmates elsewhere. He said this
contract is just a backup. Carrie Gray, County Administrator, responded that the
Warden is discussing sending out 10 people since the last Prison Board meeting.
Commissioner Thomas said the Language Line contract, board action item #6 is
inexpensive but necessary in order to comply with PREA regulations. He is
disappointed in the PrimePay agreement, board action #6, due to having to pay $10,000
to prove that we are providing insurance services in accordance with the Affordable Care
Act regulations. The items will be approved Thursday, June 1, 2017.
The Board reviewed appointments to the Franklin County Industrial Development
Authority Board. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to appoint Chris Ardinger, Francis "Frank" Traver, Georgina
Cranston and John McPaul to the Franklin County Industrial Development Authority
Board for a term of April 5, 2017 through April 4, 2020.
Tiffany Bloyer, Human Resources Director, and members of the Special Thanks
and Recognition Committee (STAR) were present to honor the employee of the month
for May. Stephanie Craig, Administrative Assistant in the Human Resources
Department, was chosen from 18 people nominated. Ms. Bloyer said she nominated
Ms. Craig and the STAR committee selected her. Ms. Craig was selected based in part
on the following comments on the nomination form: "Recently Steph has been handling
multiple county-wide initiatives. She has been a valuable asset to ensure that initiatives
such as Take Your Child to Work Day, Employee of the Month programs and the Ben
Buck Store went off without a hitch. Steph has worked diligently to make sure employees
are satisfied with all the awesome things the County is doing. She was also a huge help
to me with the Nursing Scholarship program: making sure questions were answered,
forms were completed and that everything was completely organized and ready for the
Selection Committee. Although this may seem like the tasks of an Admin Assistant,
which they are, she does this with such creativity and skill."; "she has received numerous
compliments on the items Steph has been producing. She strives to make sure the HR
office and the STAR Committee are successful with their projects. She does this with a
smile and she works incredibly hard to ensure that the employees of the County are
happy. These extra projects are on top of managing my phone calls, my
meetings/calendars which is a task in itself. She is more than an Admin. She is one of
my right hands. She does so much without being asked- her ability to take the initiative
to do things is commendable. It's incredibly hard to keep up with me, as I am often

juggling multiple priorities and creating new initiatives for the County."; "Steph is an asset
to the County and the HR team. I am thankful for her and her ability to make so much of
the fun stuff easy and do it with such great creativity. Without her help, none of the
things mentioned above would even have happened! She's helping make this a great
place to work." Ms. Craig's outstanding characteristics are attributes that have not gone
unnoticed by her peers. Her motivation, initiative, drive and especially her creativity
serve her well as an Administrative Assistant 11. We are grateful to Ms. Craig as she
exudes a high standard of customer service, excellence and respect to the employees
and residents of Franklin County.
The meeting was adjourned at 9:43 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
