The Franklin County Commissioners met Tuesday, June 13, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Vice Chairman Thomas presided and after calling the meeting to order, a
Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the
day.
Vice Chairman Thomas announced that Chairman Keller may be a few minutes
late to the meeting. On a motion by Robert G. Ziobrowski; seconded by Robert L.
Thomas; unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the June 6, 2017 and June 8, 2017 meetings were reviewed.
These will be decided upon on Thursday, June 15, 2017.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas said the addendum to the Investment Policy on the board action list was
reviewed by the Pension Board two weeks ago. He continued that the County, unlike
the State, has their pension in a very solid position. The pension advisor does a great
job and this is a solid pension account. The following item was approved today while the
remaining items will be approved Thursday, June 15, 2017.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the addendum to
the County of Franklin Retirement Board Investment Policy Statement for the Pension
fund. The changes are as follows: Decreased domestic equity target from 47% to 45%;
increased international equity target from 18% to 20%; decreased fixed income target
from 30% to 28%; and increased real estate target from 5% to 7%.
County Solicitor Mary Beth Shank asked the Board to consider an Ordinance to
authorize adoption of an intermunicipal agreement between Franklin County and
Washington Township to provide a Township Police Officer to the Franklin County Drug
Task Force. Ms. Shank explained that pursuant to the Intergovernmental Cooperation
Act, the County and Washington Township are to approve an ordinance to enter into an
agreement between the District Attorney and Washington Township for the Township to
provide an officer from the Washington Township Police Department as a member of the
Franklin County Drug Task Force. Ms. Shank said the employee will remain a Township
employee and the only financial obligation to the Drug Task Force is overtime. She said
the ordinance was advertised pursuant to County Code in the Public Opinion newspaper
last week. She is seeking the Commissioners' authorization and acceptance of the
Ordinance and the agreement effective immediately because the hope is for the
agreement to commence tomorrow. On a motion by Robert G. Ziobrowski; seconded by
Robert L. Thomas; unanimously approved Ordinance #2017-02 Ordinance to authorize
adoption of an intermunicipal agreement between Franklin County and Washington
Township to provide a Township Police Officer to the Franklin County Drug Task Force.
Chairman Keller entered the meeting room at 9:47 a.m. and presided over the
remainder of the meeting.
The Board recessed at 10:03 a.m. and reconvened at 10:30 a.m. as the Election
Board to conduct cumulation write-in hearings from the Municipal Primary Election.

The meeting was adjourned at 11:28 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
