HomeMy WebLinkAbout2017-06-20 Commissioner Minutes TUESDAY, JUNE 20, 2017 The Franklin County Commissioners met Tuesday, June 20, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. The minutes of the June 13, 2017 and June 15, 2017 meetings were reviewed. These will be decided upon on Thursday, June 22, 2017. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas asked John Hart, Chief Clerk, for an overview of board action item #6, union contract. Mr. Hart explained that this contract is an arbitration award with the Teamsters Union. The pay increase is 2.5% the first year, 3% for the second year, and 3.5% for the third year. He explained that this contract also has a me-too clause that the union members will have to use the county's insurance like other county employees. It also includes an opt out which is the money the county employees get for opting out of the county's insurance plans and the spousal surcharge. They will have the same probationary period like other county employees have also. Mr. Hart said this contract includes Hearing Officers in Domestic Relations, and Adult and Juvenile Probation Officers which is approximately 80-90 employees. Commissioner Thomas said at the last Prison Board meeting, there were discussions about housing plans, because some inmates can't be released from Jail because they do not have housing plans. He said the agreement with New Hope, board action item #4, will help with this problem and he appreciates Shalom Black helping to get the money for this program. Chairman Keller asked for more information on the Aging vehicle purchase, board action item #2. Mr. Hart explained that Tri-Star Ford is on the Co-stars contract pricing and we did go out for best pricing. He said this is not the lowest price but this vehicle has a 5 year unlimited corrosion warranty whereas the lowest priced vehicle did not have that option. The items will be approved Thursday, June 22, 2017. The Board reviewed appointments to the SCPa Works (South Central Workforce Investment Board). On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Dr. Francis Achampong and Lynne Beeson for a three year term, effective June 20, 2017 through June 30, 2020. Commissioner Ziobrowski stated that Ms. Beeson and Dr. Achampong have been active members and always attend the meetings. He appreciates them fully for their service.
