THURSDAY, JULY 6, 2017
The Franklin County Commissioners met Thursday, July 7, 2017, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice
Chairman Thomas presided and after calling the meeting to order, a Moment of Silence,
and the Pledge of Allegiance, proceeded with the business of the day.
Vice Chairman Thomas announced that Chairman Keller will not be attending the
meeting today. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the minutes of the June 27, 2017 and June 29, 2017 meetings.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the grant agreement
between the County of Franklin and Pennsylvania Emergency Management Agency to
provide funds from the Radiation Emergency Response Fund Grant for the development
of a detailed nuclear emergency response plan for areas surrounding nuclear generation
facilities through incident training and purchase of specialized radiation instruments and
supplies. This grant is for a grant amount of $6,585.00, for the period of July 1, 2017
through June 30, 2018.
The Board reviewed additional Emergency Services matters. John Thierwechter
was present to provide more information on the Tritech Software Systems change order.
He said this change order has to do with us being able to provide more information to
ambulance companies that were missed on the original contract. They were able to
negotiate a price to only pay maintenance costs and waive the first year. On a motion
by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the
Change Order from Tritech Software Systems to perform CAD Upgrade (computer aided
dispatch) to develop a custom interface for CNET (criminal justice network) to send law
enforcement incident information, to include supplemental vehicle and person
information at no additional cost. The original contract in the amount of $292,821.00
was approved by the Board on September 9, 2016.
The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the Memorandum of
Understanding between the County of Franklin and the County of Indiana to house male
and female adult offenders, at a cost of $60.00 per inmate per day, for the period of June
29, 2017 through June 29, 2018. All medical expenses and transportation costs are the
responsibility of Franklin County. Indiana County reserves the right to accept offenders
at their discretion and as bed space is available.
The Board reviewed Risk Management matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the quote from NAC
Divisions to provide an update of the Human Services Building fire alarm system at a
cost of $12,930.61. The current system is 27 years old and is no longer supported by
the manufacturer and parts are no longer available. The cost will be paid for from the
2016-2017 PCoRP grant.

In accordance with PA Acts 14, 67, 68 and 127 notifications, Edge Rubber, LLC
notified the County of a Pennsylvania Department of Environmental Protection renewal
permit application being applied for property located in Chambersburg, PA.
The Board met with the Human Resources Director, the Controller, the Warden
and the District Attorney for Salary Board matters.
The meeting was adjourned at 11:00 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
