TUESDAY, JULY 18, 2017
The Franklin County Commissioners met Tuesday, July 18, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Kim Wertz provided public comment and asked for more information about the
lateral assistance program that is mentioned on board action item #5, agreement with
Letterkenny Township.
The minutes of the July 11, 2017 and July 13, 2017 meetings were reviewed.
These will be decided upon on Thursday, July 20, 2017.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked the Warden to provide more details on the savings of the food service
contract. Warden Bechtold explained that County Administration asked to put the food
service contract out for proposals. Because of this, they received costs from two
additional companies they did not know about previously. He explained the process
resulted in a savings of 14 cents a meal and will increase the quality of the meals
provided. He is happy that Trinity won the contract since they have been the Jail’s food
service company for years. Warden Bechtold also explained the Keytracer Asset
Management Solutions contract is a replacement of the current outdated security key
system with an electronic key management system. He explained that Keytracer was
not the lowest bid but they have a lifelong warranty on the cabinets that will be around
forever. He said with this new system, the key modules will be separate instead of
chained together like they are now. There will never be a time that this key module will
be out of service. Sam Thrush, Planner, explained that the lateral assistance program is
designed to help low income homeowners pay for the hook up between the sewer line
from the sewer system to their home. He said they surveyed the whole project area and
determined that 13 homeowners may qualify but they will have to provide proof of
income. The items will be approved Thursday, July 20, 2017.
The meeting was adjourned at 9:46 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
