THURSDAY, JULY 20, 2017
The Franklin County Commissioners met Thursday, July 20, 2017, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
Chairman Keller announced that Commissioner Thomas will not be attending the
meeting today. On a motion by Robert G. Ziobrowski, seconded by David S. Keller;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved the minutes of the July 11, 2017 and July 13, 2017 meetings.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the Engagement Letter from Maher Duessel Certified Public
Accountants to audit the financial statements of the 9-1-1 program of Franklin County for
the years ending December 31, 2015 & 2016. PEMA has contracted with Maher
Duessel to provide these services.
The Board reviewed Intellectual Disabilities matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the Supplemental
Appropriation in the amount of $2,500.00 to increase the budget for additional state
funding received. ID is participating in Supporting Families Initiative for Regional
Collaboratives which will partner with the community to provide outreach to families on
Life Course Principles in order to work towards filling the gaps in needed supports.
The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved for the Chairman of the Board to
execute the quote from Keytracer Asset Management Solutions for a replacement
security key system with an electronic key management system that gives the Jail
access and total accountability of all security keys at a cost of $41,115.00 for the period
of July 24, 2017 through July 24, 2019. This system provides the ability to create logs
and inventories providing additional security safety measures.
The Board reviewed additional Jail matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the proposal from Trinity Services Group, Inc. to provide food service
within the Jail for a three year period with the ability to extend two additional years for a
total of five years through June 15, 2020. The approximate amount of the contract will
be $635,174.46 per year and will depend on the population at the Jail. An RFP was
completed and the selection was to stay with Trinity Services Group, Inc., which is the
current food service vendor.

The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the agreement between the County
of Franklin and Letterkenny Township Municipal Authority to provide Community
Development Block Grant (CDBG) dollars from the 2015 application in the amount of
$57,000.00 to be used towards the lateral assistance program for qualified homeowners.
This project was included in the 2015 Entitlement CDBG application.
In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer &
Associates notified the County of a Pennsylvania Department of Environmental
Protection NPDES General Permit application being applied by Spring Valley Estates for
proposed construction of a residential development located on Washington Township
Blvd., Waynesboro, PA.
In accordance with PA Acts 14, 67, 68 and 127 notifications, AECOM notified the
County of a Pennsylvania Department of Environmental Protection NPDES General
Permit application being applied by Knouse Foods Chambersburg Fruit Processing Plant
for their facility located at 421 East Grant Street, Chambersburg.
In accordance with PA Acts 14, 67, 68 and 127 notifications, GHD notified the
County of a Pennsylvania Department of Environmental Protection NPDES General
Permit application being applied by Antrim Township Municipal Authority for the
proposed replacement of the existing UV Disinfection System located at their
Wastewater Treatment Plant in Antrim Township.
This was the date to award/reject the bids for the Keystone Library Grant. Carrie
Gray, County Administrator, explained that staff is recommending postponement of the
awards in order to perform more due diligence. She said with this being a collaborative
effort, they need more time to review before bringing the recommendations before the
Commissioners. On a motion by Robert G. Ziobrowski, seconded by David S. Keller;

unanimously approved to move the award/reject to Tuesday, July 25 at 9:40 a.m.
The meeting was adjourned at 9:50 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
