The Franklin County Commissioners met Thursday, July 27, 2017, with the following
members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved the minutes of the July 18, 2017 and July 20, 2017 meetings.
The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the fee schedule from Alere Toxicology Services, Inc. to perform lab confirmation
services at an approximate cost of$1,675.00, depending on type of laboratory testing needed,
for the period of July 11, 2017 through July 11, 2018.
The Board reviewed Drug & Alcohol matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the updated contract listing for all
contracts and addendums for Fiscal Year 2016/2017 for the Drug &Alcohol department.
Contract listing is maintained for proper accounting of all contacts to include vendor name and
address, type(s) of service provided and rate(s) charged for services.
The Board reviewed Fiscal/Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County
of Franklin and Over the Rainbow Children's Advocacy Center to pass federal grant funds from
the Pennsylvania District Attorney's Institute to Over the Rainbow Children's Advocacy Center in
the amount of$5,636.00. These grant funds will cover travel and registration costs for the 33 d
International Symposium on Child Abuse.
The Board reviewed Sheriff matters. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the
quote from Tri-Star Ford of Tyrone to purchase a 2017 Transit van to be used for prisoner
transports at a cost of$33,020.25 which includes the trade in of a 2007 Chevy Express 3500
van that has mileage above 200,000. Request for quotes was completed. This is the only
vehicle available for delivery within the specified timeframe from the 4 dealers that bid. Co-
Stars discount applies.
The Board reviewed appointments to the Franklin/Fulton County Mental
Health/Intellectual Disabilities/Early Intervention Advisory Board. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Candace
Bender, Denise Esser, Dr. Tom Orndorf, Dr. Irakli Mania, Erin Glenn and Shelly Schwartz for a
term of July 1, 2017 through June 30, 2020.
The meeting was adjourned at 9:38 a.m. with a motion by Robert L. Thomas; seconded
by Robert G. Ziobrowski.
