HomeMy WebLinkAbout2017-08-10 Commissioner Minutes THURSDAY, AUGUST 10, 2017 The Franklin County Commissioners met Thursday, August 10, 2017, with the following members present: Robert L. Thomas and Robert G. Ziobrowski. The Board attended the Prison Board meeting. Vice Chairman Thomas presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Vice Chairman Thomas announced that Chairman Keller will not be attending the board meeting today. Vice Chairman Thomas asked to move the approval of the vouchers to the end of the meeting to give him more time to review. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the minutes of the August 1, 2017 and August 3, 2017 meetings. The Board reviewed Agreements, Contracts and Reports. Vice Chairman Thomas asked April Brown, Drug & Alcohol Administrator, to explain further board action item #2, Waiver request to the Department of Drug and Alcohol Program. Ms. Brown explained that we are mandated to have a warm handoff process for every hospital in our jurisdiction. However, she said we haven’t received additional funds to provide this service at both hospitals. There is a full-time case manager housed at the Chambersburg Hospital to perform level of care assessments so the individuals can be released into treatment. Waynesboro Hospital does not have this resource on site. Ms. Brown said they were going to provide staff from her office to go to Waynesboro Hospital to respond when notified by the hospital but it was not effective due to the individual leaving the hospital before they would get there. This waiver request is to provide video conferencing services instead of in-person, face to face. Commissioner Ziobrowski asked for more information on the warm handoff and how the video conferencing is going to work. Ms. Brown explained that the primary goal of the warm handoff process is to get that individual from the hospital to an acute care setting once they are medically cleared to be released. The goal is to get them into treatment and the care manager stays in contact with the individual to continue their care regardless of their setting. Mr. Nevada, Assistant County Administrator, explained that video conferencing has been used in other areas in the County and the majority of satisfaction surveys completed showed that people preferred video conferencing over face to face and they have had success with it. Vice Chairman Thomas suggested informing DDAP as to why Chairman Keller did not sign the letter due to not being present for today’s meeting. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Dex Media for yellow page listings in the September 2017 phone book for Aging, Drug and Alcohol and MH/ID/EI for the period of September 1, 2017 through October 31, 2018, at a cost of $109.25 per month. The Board reviewed Commissioners/Drug and Alcohol matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Waiver request to the Department of Drug and Alcohol Program (DDAP) to allow our Case Management Specialist to provide Level of Care assessments via video conferencing from Chambersburg Hospital to Waynesboro Hospital. Continued on page 2 The Board reviewed Human Services matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute State Food Purchase Program Expense and Data Report for Fiscal Year 2016-2017 reporting on the different types of food South Central Community Action Program (SCCAP) purchased for the food pantries in Franklin County. State funds in the amount of $161,769.28 were used to purchase food supplies. The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement between the County of Franklin and Jail Advertising Network for a signboard program which will provide a listing service for bail agents and attorneys that is accessible to arrestees. Bail agents and attorneys will purchase space on the signboard, providing revenue to the jail. Jail Advertising Network ensures the ads are compliant with state laws and governing insurance industry display ads. In accordance with PA Acts 14, 67, 68 and 127 notifications, Rachel’s Country Store notified the County of a Pennsylvania Department of Environmental Protection NPDES Renewal Permit application being applied for a current small flow treatment system, located in Southampton Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, GHD notified the County of a Pennsylvania Department of Environmental Protection Water Quality Management Permit application being applied by Shippensburg Borough to replace the existing secondary headworks screen at the Shippensburg Borough Water Treatment Plant, located in Southampton Township. The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved establishing the following position descriptions in the Department of Emergency Services: Telecommunicator I, Telecommunication II, Telecommunicator III and Telecommunicator Trainer. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved establishing the Information Technology Coordinator position description in Information Technology Services. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved all bills presented and ordered paid. The meeting was adjourned at 9:56 a.m. with a motion by Robert G.
