The Franklin County Commissioners met Thursday, August 17, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the amended agenda. Chairman Keller asked to amend
the agenda to postpone the executive session to discuss pending litigation for
Chambersburg Mall tax appeal to Tuesday, August 22nd. And to include an executive
session to discuss a personnel matter.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the August 17, 2017 meeting.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the FFY 2017 State Homeland Security Grant Program Agreement
between the County of Franklin and PA Emergency Management Agency to provide
federal funds, intended for the purpose to coordinate planning, organization, equipment,
maintenance, training and exercise needs for acts of terrorism and other catastrophic
events. The grant agreement is in the amount of$1,712,650.00 for the grant period of
September 1, 2017 through October 31, 2020. Franklin County is identified as a
subgrantee or political subdivision comprising of the South Central Counter Terrorism
Task Force which includes Adams, Cumberland, Dauphin, Franklin, Lancaster, Lebanon,
Perry and York Counties.
The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the amendment to the
agreement approved on November 10, 2016 between the County of Franklin and
Pyramid Healthcare Inc. to provide services for the Jail To Community Treatment
Program funded under the Residential Substance Abuse Treatment (RSAT Grant). This
amendment is to extend the grant period to December 31, 2017 to be congruent with the
extended grant period. All other terms and conditions of the original agreement will
remain in full force and effect.
The Board reviewed Grants/Mental Health matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the renewal grant application to the Department of Housing and
Urban Development (HUD) to renew funds to continue the Franklin/Fulton Homeless
Assistance Project for single adults experiencing chronic homelessness and living with
serious mental illness. The program provides 20 furnished one-bedroom scattered site
apartments along with services and case management. The grant application is
requesting a total of$189,843.00 with a match of$11,408.00 which will be met from the
Housing Trust Fund.

The Board reviewed additional Grants/Mental Health matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the grant application to the Department of Housing
and Urban Development (HUD) in the amount of$29,622.00, with a $1,216.00 required
in-kind match from Human Services and Managed Care. Funds will be used to expand
the existing HUD Permanent Supportive Housing with Supportive Services program by
adding 3 additional apartments. Multiple individuals at various points in the year are
homeless and meet the criteria of having a mental health disability, but must remain on a
waitlist due to lack of housing options.
The Board reviewed additional Grants/Mental Health matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the Grant Application to the Department of Housing
and Urban Development (HUD) in the amount of$222,050.00, with a $14,900.00
required in-kind match from Human Services and Managed Care. Funds will be used to
add a HUD Permanent Supportive Housing Master Lease Program with Supportive
Services providing 10 apartments and services for homeless families in Franklin County.
There are multiple homeless families on waitlists and meet criteria of having a mental
health disability.
The Board reviewed additional Grants/Mental Health matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the renewal grant application to the Department of
Housing and Urban Development (HUD) to continue the Franklin and Fulton Shelter Plus
Care project for adults experiencing chronic homelessness and living with mental illness.
Residents will be provided with long term rental assistance in order to establish
permanent housing. The grant application is requesting a total of$104,190.00 with an
in-kind match of$20,838.00.
In accordance with PA Acts 14, 67, 68 and 127 notifications, SCS Engineers
notified the County of a Pennsylvania Department of Environmental Protection General
Permit application being applied by IESI PA Blue Ridge Landfill for the proposed Pads
16, 17, & 18 Disposal Areas additional volume disposal capacity located in Greene
Township, PA.
The Board conducted a bid opening for the Keystone Library Grant for media
vending machines. The following bidder submitted a bid: Public Information Kiosk bid
$81,450.00 for the total for Library Media vending solution (excluding
service/maintenance; $750.00 for additional on -site training days/per day; $7,300.00 for
other costs (freight & installation); $89,500.00 for total project cost (excluding
service/maintenance); and $10,895.00 for annual service/maintenance costs (including
parts, labor, and travel for years 2-5). On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved to forward the bids received to the Library
Project Manager, Library Staff and County Staff for their review. The Board will award or
reject the bids on Tuesday, August 22, 2017 at 9:45 a.m.
Mary Beth Shank, County Solicitor, asked the Board to consider a Resolution to
Approve Issuance of Tax Exempt Obligations related to construction of a rehabilitation
center at Menno Haven, located in Greene Township. Ms. Shank explained that
Franklin County Industrial Development Authority is the conduit issuer of this tax exempt
obligation. She said according to the Internal Revenue Code, a government unit must
approve this project. The project at issue is a short stay rehabilitation center located at
Menno Village on Scotland Avenue. Ms. Shank explained there was a TEFRA public

hearing that was required by the Internal Revenue Code on August 10, 2017 with no
public comments. This resolution does not obligate the county in terms of financing. On
a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved Resolution #2016-16 to approve issuance of Tax Exempt Obligations related
to construction of a rehabilitation center at Menno Haven.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:58 a.m. this date for the
purpose to review a personnel matter. No action will be required after executive
session. The Board reconvened into regular session at 10:14 a.m.
The meeting was adjourned at 10:16 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
