The Franklin County Commissioners met Tuesday, September 5, 2017, with the
following members present: David S. Keller and Robert L. Thomas. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas; seconded by David S. Keller; unanimously
approved to adopt the agenda.
There was no public comment.
The minutes of the August 29, 2017 and August 31, 2017 meetings were
reviewed. These will be decided upon on Thursday, September 7, 2017.
The Board reviewed Agreements, Contracts and Reports. Carrie Gray, County
Administrator, explained board action item #6, agreement with Daniel Dunne to provide
training on public and media relations. She explained that the primary goal is to improve
the capacity of the Jail staff to communicate to the press in an effective manner in the
absence of the Warden. This training will also be opened to Division Leaders and others
as they deem appropriate. Chairman Keller suggested offering this to Elected Officials
also. The following item was approved today while the remaining items will be approved
Thursday, September 7, 2017.
The Board reviewed Jail matters. On a motion by Robert L. Thomas; seconded
by David S. Keller; unanimously approved the agreement between the County of
Franklin and Daniel R. Dunne to provide onsite administrative planning and training on
Public and Media Relations in the amount of$4,251.96. This will provide an overview on
the "hows, whats and whos" to handle public interactions and media relations.
The Board reviewed information regarding National Recovery Month. April
Brown, Franklin/Fulton Drug &Alcohol Administrator, said this is the first time that
Franklin County is honoring National Recovery Month with a proclamation. She wanted
to recognize the people suffering with addiction and to get help for those in need of peer
support and other services. She thanked the Commissioners for issuing this
proclamation. Chairman Keller opened the floor for comments. He said those here to
support the proclamation all play a vital role in recovery and he can't overemphasize the
challenges of those in recovery. President Judge Van Horn noted that she fully supports
the system wide support. She said there is a synergy in working together and she
thanked the partners for this getting to this point. She said they recently began
Treatment Court and feels they are being effective in this arena. She fully supports all
partners working towards recovery. Commissioner Thomas said he is seeing progress
in this area but for years no one seemed to be listening. Today there is a lot of sharing
and this county has stepped up to make a difference. There have been many lives lost
but he heard recently that the number of overdose deaths is down about half this year
compared to last. John Lloyd, CEO of Noah's House, thanked the Commissioners and
the County for coming along with Noah's House. He said Noah's House residents come
together as a family to create a future for themselves and become productive members
of society. He said it's important to come together. We need 20 Noah's Houses so we
have places to come together to be as one. He thanked everyone here including the
Commissioners, Joanne Cochran, Matt Fogal, and everyone else in the recovery effort
here today. Chairman Keller said their presence speaks volumes and we want to keep
working and collaborating across systems. We are doing everything we can to

encourage folks to get into recovery. Recovery is possible and he said we will not give
up on anybody. On a motion by Robert L. Thomas; seconded by David S. Keller;
unanimously approved to sign Franklin County Proclamation #2017-17 proclaiming the
month of September, 2017 as National Recovery Month and that the attached
proclamation be made a part of these minutes.
On a motion by Robert L. Thomas; seconded by David S. Keller; unanimously
approved to enter an executive session at 10:03 a.m. this date for the purpose to review
real estate matters. No action will be required after executive session. The Board
reconvened into regular session at 10:24 a.m.
The meeting was adjourned at 10:25 a.m. with a motion by Robert L. Thomas;
seconded by David S. Keller.

National Recovery Month
Proclamation #2017 - 17
WHEREAS, behavior health is an essential part of one's overall health and wellness;
and
WHEREAS, preventing and treating substance use and/or co-occurring disorders is
effective, and people do recover in Franklin County and around this great nation; and
WHEREAS,National Recovery Month is an avenue to provide resources and
information about how to prevent substance use, recognize the signs of a substance use disorder,
and guide those in need to appropriate treatment and recovery support services; and
WHEREAS, this year's National Recovery Month theme, Join the Voices of
Recovery: Strengthen Families and Communities, highlights the importance of families,
communities, and individuals sharing their experience, strength, and hope in order to help others;
and
WHEREAS, to help more people achieve and sustain long-term recovery, the County
of Franklin and Franklin/Fulton Drug & Alcohol invite all Franklin County residents to
participate in National Recovery Month;
NOW, THERE" "ORE1, We,the Commissioners of Franklin County, do hereby proclaim
September 2017 as
RECOVERYMONTH
in Franklin County and we urge all people in our county to join us in this special
observance!
