The Franklin County Commissioners met Thursday, September 7, 2017, with the
following members present: David S. Keller and Robert G. Ziobrowski. The Board
attended the Prison Board meeting. Chairman Keller presided and after calling the
meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the
business of the day.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved the minutes of the August 29, 2017 and August 31, 2017 meetings.
The Board reviewed Drug and Alcohol matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the year-end Final Report for Fiscal Year 2016-2017 submitted to the
Pennsylvania Department of Drug and Alcohol (DDAP) for a total amount of
$1,271,201.00, detailing how each funding stream was used and reimbursements given
to each provider for services rendered. The program will be carrying over DUI funds in
the amount of$236,195.00.
The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the Letter of Engagement between
the County of Franklin and Korn Ferry Hay Group, Inc. to provide actuarial services
related to post-employment benefits valuation reports for 2017, 2018 and 2019, at a cost
of$14,000.00. The cost is covered by plan assets.
The Board reviewed Grants/Fiscal matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the renewal grant
application to the PA Commission on Crime and Delinquency (PCCD) for the STOP
project that will establish a collaboration among law enforcement, prosecution and victim
services to improve the response to victims of sexual assault, domestic violence, dating
violence and stalking. The majority of this funding is passed through to Women In Need,
but includes a portion of a Franklin County Assistant District Attorney's salary. This
grant request is in the amount of$125,000.00 for the period of January 1, 2018 through
December 31, 2018.
The Board reviewed Human Services/Fiscal matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the Supplemental
Appropriation in the amount of$20,606.00 to record the fourth shift in funding for
FY2016-17 Human Services Block Grant. This will shift funding from Intellectual
Disabilities (ID) to the Homeless Assistance Program (HAP) for additional rental
assistance, to Drug and Alcohol for additional treatment services, Human Services
Development Fund (HSDF) for Information and Referral and additional administrative
costs.

The Board reviewed additional Human Services/Fiscal matters. On a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the
amendment to the Human Services Enhancement Grant Agreement between the County
of Franklin and Waynesboro Human Services to extend the grant period to September
30, 2017 and allow modification to the budget allocations. All other terms and conditions
of the original agreement will remain in full force and effect.
In accordance with PA Acts 14, 67, 68 and 127 notifications, BL Companies, Inc.
notified the County of a Pennsylvania Department of Environmental Protection Chapter
105 and U.S. Army Corps of Engineers Section 404 Permit application being applied by
the Department of Conservation and Natural Resources for a new bridge structure on
Montgomery Trail over Trout Run, located in Lurgan Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES General Permit application being applied by Laurich Company, Inc.
for continuation of residential lots in Laurich Gems South, located in Hamilton Township,
PA.
In accordance with PA Acts 14, 67, 68 and 127 notifications, ARRO notified the
County of a Pennsylvania Department of Environmental Protection NPDES General
Permit being applied by the Borough of Mercersburg for the construction of a walkway
and cycling trail along Johnston Run, located in the Borough of Mercersburg.
The Board met with the Controller, Court Administrator, District Attorney and
Chief Public Defender for Salary Board matters.
The meeting was adjourned at 10:20 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
