The Franklin County Commissioners met Thursday, September 14, 2017, with
the following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the minutes of the September 5, 2017 and September 7, 2017
meetings.
The Board reviewed Children and Youth matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the report to the
Pennsylvania Department of Human Services showing expenses and revenues of Act
148 funding for the period of April 1, 2017 through June 30, 2017, in the amount of
$2,067,972.00.
The Board reviewed Commissioners' Office matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the contract
amendment to the original agreement between the County of Franklin and James D.
Griffith, PhD to evaluate treatment programs at the Jail. This amendment is to extend
the original contract date to October 31, 2017. All other terms and conditions of the
original agreement will remain in full force and effect.
The Board reviewed additional Commissioners' Office matters. On a motion by
Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the
Chairman of the Board to execute the proposal from TME Surveying for surveying and
subdividing property along Hood Street at a cost not to exceed $3,000.00.
The Board reviewed Grants/CJAB matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and Gaudenzia Inc. for the Jail To Community
Treatment Program (JTCT) funded in part by a Department of Corrections (DOC) Grant.
The provider will offer in-community services for the JTCT program participants to
include assessment and treatment at a cost of$65,000.00 for the period of June 1, 2017
through April 18, 2018.
The Board reviewed additional Grants/CJAB matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the amendment to
the original agreement between the County of Franklin and Gaudenzia Inc. for treatment
services provided to participants in the Jail To Community Treatment Program (JTCT),
which is funded under the Residential Substance Abuse Treatment (RSAT) grant. This
amendment will extend the original contract term until December 31, 2017 and allow for
reimbursement for Provider time and mileage to attend grant required trainings. All other
terms and conditions of the original agreement will remain in full force and effect.

June 1, 2017 through April 18, 2018.

Ziobrowski, seconded by Robert L. Thomas; unanimously approved the amendment to
the original agreement between the County of Franklin and Keystone Health for

The Board reviewed Juvenile Probation matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the grant agreement
between the County of Franklin and Juvenile Court Judges Commission to receive Grant
In Aid Funds in the amount of$134,221.00 for the period of July 1, 2017 through June
30, 2018. This funding is utilized to meet state mandated initiatives to further Juvenile
Justice Systems Enhancement Strategies (JJSES).
The Board reviewed MH/ID/EI matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the updated contract listing for
all contracts and addendums for Fiscal Year 2017/2018 for the MH/ID/EI departments.
Contract listing is maintained for proper accounting of all contacts to include vendor
name and address, type(s) of service provided and rate(s) charged for services
In accordance with PA Acts 14, 67, 68 and 127 notifications, TME Surveying
notified the County of a Pennsylvania Department of Environmental Protection General
Permit application being applied by for land development for 74 single-family detached
dwellings, located in Guilford Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Franklin County
Conservation District. notified the County of a Pennsylvania Department of
Environmental Protection NPDES General Permit application being applied by Barbara
Angle for the repair of a stone wing wall around her driveway culvert pipes, located in
Montgomery Township, PA.
The meeting was adjourned at 9:44 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
