The Franklin County Commissioners met Tuesday, September 19, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked to amend the agenda to include a real estate matter
during the executive session. On a motion by Robert G. Ziobrowski; seconded by
Robert L. Thomas; unanimously approved to adopt the amended agenda.
There was no public comment.
The minutes of the September 12, 2017 and September 14, 2017 meetings were
reviewed. These will be decided upon on Thursday, September 21, 2017.
The Board reviewed Agreements, Contracts and Reports. The following items
were approved today while the remaining items will be approved Thursday, September
21, 2017.
The Board reviewed Commissioners matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the proposal from Chambersburg Environmental, Inc. to provide a
phase I environmental site assessment on a property in the Borough of Chambersburg
at a cost not to exceed $2,750.00.
The Board reviewed Juvenile Probation matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and the Chambersburg Area School District for the
School-Based Probation Program. The school district agrees to provide $40,332.62 for
services during the 2017-2018 school year. Franklin County will carry liability insurance
for the employees and the program.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 9:35 a.m. this date for the
purpose to review personnel and real estate matters. The Board reconvened into
regular session at 10:56 a.m. No action was required after the executive session.
The meeting was adjourned at 10:57 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
