The Franklin County Commissioners met Thursday, September 28, 2017, with
the following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked to amend the agenda to include an additional board
action. Carrie Gray, County Administrator, explained the amendment to the agenda is to
include a Victim of Crimes Act Grant Application on behalf of the Over the Rainbow
Advocacy Center. On a motion by Robert L. Thomas, seconded by Robert G.
Ziobrowski; unanimously approved to adopt the amended agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the September 19, 2017 and September 21, 2017
meetings.
The Board reviewed Commissioners/Elections matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Beidel Printing House, Inc. for the printing of ballots
for the upcoming Municipal Election on November 7, 2017 at a cost of$20,562.00. The
Commissioners awarded this bid on September 12, 2017.
The Board reviewed DRC/Jail Diversion matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to
the contract effective January 1, 2017 between the County and Keystone Health to
provide psychiatric services, medication checks, individual therapy and other associated
services. This amendment is to amend the rates as per the chart listed on the
amendment. All other terms and conditions of the original contract will remain in full
force and effect.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the report to PA Department
of Human Services, Bureau of Financial Operations for FY16/17 County Human
Services Block Grant showing total revenue and expenditures.
The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the application to PA
Commission on Crime & Delinquency (PCCD) for the Justice Assistance Grant (JAG) to
be used for the Intensive Reentry Case Management Program which ensures a re-
entrant's continuity of care and improves quality-of-life outcomes through collaborative
support services. The grant request is for $150,000.00 for the period of January 1, 2017
through December 30, 2018.
The Board reviewed additional Grants/CJAB matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Project
Modification Request (PMR) to PA Commission on Crime & Delinquency (PCCD) for the
current Justice Assistance Grant (JAG) to be used for the Intensive Reentry Case
Management Program which ensures a re-entrant's continuity of care and improves
quality-of-life outcomes through collaborative support services. This PMR is requesting
a 6 month extension to shift funds between the lines and to add a budget line for BI/GEO
— shifting D-A outpatient, life skills and recovery services under this line.

The Board reviewed additional Grants/CJAB matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Award
Notification from the U.S Department of Justice, Office of Justice Programs, in the
amount of$400,000.00, for implementation of the Adult Drug Court Discretionary Grant
Program for the period of October 1, 2017 through September 30, 2020.
The Board reviewed additional Grants/CJAB matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the application to
the Pennsylvania Commission on Crime and Delinquency (PCCD) for Victims of Crime
Act (VOCA) funding, on behalf of Over the Rainbow, Franklin County's Children's
Advocacy Center, to provide specialized direct services through forensic interviews and
MDIT response to child abuse victims and their families. The grant request is for
$100,000.00 for the period of April 1, 2018 through September 30, 2020.
The Board reviewed Human Services Administration matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
updated contract listing for all contracts and addendums for Fiscal Year 2016/2017 for
the Human Services Administration department. Contract listing is maintained for proper
accounting of all contacts to include vendor name and address, type(s) of service
provided and rate(s) charged for services.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the amendment to the
Tourism and Quality of Life Enhancement Grant between the County of Franklin and
Peters Township for the Fort Loudon Rehabilitation Project to extend the original
contract end date to December 31, 2018. All other terms and conditions of the original
agreement will remain in full force and effect.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the proposal from CVR Uniforms to provide cleaning of rugs on a
bi-monthly basis at the Commissioners Complex Tenant entrance at a cost of$572.00
for the period of January 1, 2018 through December 31, 2018.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the agreement between the County of Franklin and
Ehrlich Pest Control to provide standard monthly pest control services at the Day
Reporting Center at an annual cost of$720.00 for the period of January 1, 2018 through
December 31, 2019.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the agreement between the County of Franklin and
Ehrlich Pest Control to provide quarterly pest control services at the former ARC side of
building 3 at an annual cost of$200.00 for the period of January 1, 2018 through
December 31, 2019.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the agreement between the County of Franklin and
Ehrlich Pest Control to provide inspection and preventative maintenance pest control
services at the Greencastle Senior Center at an annual cost of$360.00 for the period of
January 1, 2018 through December 31, 2019.

The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the agreement between the County of Franklin and
Ehrlich Pest Control to provide inspection and preventative maintenance pest control
services for all County buildings at an annual cost of$2,400.00 for the period of January
1, 2018 through December 31, 2019.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Team Ag Inc.
notified the County of a Pennsylvania Department of Environmental Protection NPDES
CAFO renewal General Permit application being applied by Stoner's Hijos Hill, Inc. for
existing facilities and other structures associated with the existing dairy operation located
in Mercersburg, PA.
In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer &
Associates notified the County of a Pennsylvania Department of Environmental
Protection NPDES for Storm water Discharge/Major modification application being
applied by the Waynesboro Industrial Development Corporation for industrial
construction, located in Washington Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Gish Logging, Inc.
notified the County of a Pennsylvania Department of Environmental Protection Air
Quality Modification Permit renewal being applied for utilization of biofuels in their
existing boiler, located in Metal Township.
The Board met with Human Resources Generalist Chuck Martin, Controller
Harold Wissinger and Court Administrator Mark Singer for Salary Board matters.
The meeting was adjourned at 10:23 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
