Mission and Membership
This is a sub topic of the visioning process and continues to constantly cause us to ask
Ourselves if we still are relevant or not. For the sake of brevity all I want to say here is I
think it would be extremely useful to have a serious sit down with the Council of
Governments ( COG). Maybe the time has come to discuss with them what more
logically they should be addressing (things that the townships other government
entities are interested in) and things we possibly we should bow out of. This comment
is based on the reality that many of our townships are not actively participating in the
partnership other than with their financial support. On the other hand there may be
business and other organizations that we need to bring into our membership. This is
particularly true in the aspect of workforce development for one and kids and families at
risk of not getting the education they need. I suggest'sve think more about who else
should be invited to join the partnership as well as dropping any that no longer
make sense.
The following persons left the organization this year: Gene Gayman. Member at large.
resigned: Cindv Haw baker. United Way, deceased: John Boozer. President. term expired
and a decision was made to establish a chair elect.
I have two other suggestions regarding how we might have more impact and
influence as follows:
1) really encourage all the members to bring to each meeting where they see a need
that the partnership might get behind!!!(not all of them are on a committee)
2) start communicating more with the general public not only regarding our
meetings and activities but enlisting their support and ways they make this area a
better place to live.
Finances:
The organization ended the tear with a $20.688.00 cash balance. up $4,766.00 from the
end of last year and significantly over }'ear end balances of around $8.000.00 four
years ago. We have been able to do this by maintaining our dues structure while at
the same time cutting the cost of insurance, accounting fees and office supplies.
We also have been earning interest in a money market account. I have suggested
we find a better use of this cash or start reducing our dues.
Chambersburg Transit Authority (CTA)
Many meetings have been held and we have enlisted the help of T. Fauve from Penn Dot
to determine what if anvthin, can be done to put in place some form of affordable
public transportation as a result of the demise of the CTA. We were advised to
start working with the Franklin County Integrated Transportation System and this
is where matters currently stand. I have discussed this with Paul Cullinane and
we will set up another meeting in early January 2007 to discuss future steps.

Southwest Connector Study:
The final report on this study has been issued. This project was started some five years
ago with a$200,000.00 Federal Grant from Bud Shuster. Hamilton Township had
to put up a local match of$50,000.00. The total Federal funding amounted to one
million dollars and there remains $800,000.00 for construction (this also would
require a local match of 20% or $160,000.00.)
There are about six specific road projects under consideration including widening route
30 west, Loudon Street and a possible I-81 exit south in Guilford Township.
It is now up to the various municipalities to decide when, how or if they are going to
do any of these. The partnership's Transportation Committee can play a
KEY ROLE IN THIS PROCESS. FRANKLIN COUNTY WILL HAVE TO
GET SOME OF THESE PROJECTS INTO PENN DOT'S 12 YEAR PLAN.
Community Colleze:
The partnership's efforts over many years to bring an accessible and affordable
community college to this area seem to be happening. By that I mean many of the
existing suppliers are more interested in coming into this market and there are
already a number of programs being offered and more on the horizon. This is
happening in a number of sites but in particular with Penn State Mont alto in
conjunction with the Franklin County Career and Technology Center.

It has been a pleasure to serve another year as executive director and look forward
to the year ahead. My thanks to John Boozer for all his help, encouragement
and leadership. I would greatly appreciate any direction, evaluation or
suggestions.
