HomeMy WebLinkAbout2017-10-10 Commissioner Minutes TUESDAY, OCTOBER 10, 2017 The Franklin County Commissioners met Tuesday, October 10, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Kim Wertz provided public comment and asked if board action item #1 is for all county insurance actions or just specific actions. She also asked about board action item #2 if inmates coming into the prison are deloused and their clothing deloused to make sure they are not bringing in bugs or contaminates into the Jail. The minutes of the October 3, 2017 and October 5, 2017 meetings were reviewed. These will be decided upon on Thursday, October 12, 2017. The Board reviewed Agreements, Contracts and Reports. Anita Keller, Tax Director, was present to explain board action item #6, amendment with RBA Professional Data Systems. She explained this amendment is to continue services through the end of the year until we switch over onto the paid subscription website. John Hart, Chief Clerk, explained that the agreement with Zigmund Co. has been in place for many years. Ruth Moraski provides high level consulting expertise along with reviewing portfolios and any policies, revisions and best prices. She also offers overarching advice on liability insurance. Carrie Gray, County Administrator, said she will have to get back to Ms. Wertz on her question about inmates being deloused since the pest control agreement is for buildings only. The items will be approved Thursday, October 12, 2017. Sheriff Jim Brown was present for a 2018 budget hearing. Sheriff Brown is requesting an increase for deputies once they receive their Act 2 certifications. He provided the pay information for deputies in surrounding counties and 4th class counties to show that Franklin County Deputies are the lowest paid. He explained that employees are leaving Franklin County to go to other counties where the pay is higher because they can't raise a family on the pay they are receiving in Franklin County. Sheriff Brown is also asking to replace two vehicles that have excessive mileage. He is also requesting to replace a few Tasers. He would like to put a plan in place to replace 25% of the Tasers a year over the next few years. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to enter an executive session at 10:14 a.m. this date for the purpose to review real estate matters. No action will be required after executive session. The Board reconvened into regular session at 10:36 a.m. The meeting was adjourned at 10:38 a.m. with a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas. FRANKLIN COUNTY COMMISSIONERS
