The Franklin County Commissioners met Thursday, October 19, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the October 10, 2017 and October 12, 2017
meetings.
The Board reviewed Coroner matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$20,000.00 to appropriate funds for the Training and
Certification Escrow accounts. The Coroner maintains escrow accounts to cover
operational costs and expects to use the funding over the balance of 2017 to assist in
"outfitting" a replacement vehicle and other additional costs that may arise.
The Board reviewed Fiscal/Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation to establish the 2017 portion of the recently awarded Bureau of Justice
Assistance (BJA) grant for Treatment Court in the amount of$40,596.00. The grant will
pay for personnel, benefits, travel, training, supplies and various contracted services.
The Board reviewed Grants/Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant
Application to the Pennsylvania Department of Community and Economic Development
for the Emergency Solutions Grant (ESG) in the amount $400,150.00, to support two
homeless shelter providers (South Central Community Action Program and
Maranatha/Candleheart). These shelters provide essential services to homeless
individuals and families in Franklin County. Grant funds will cover shelter operating
costs as well as case management, financial assistance, homelessness prevention,
street outreach and rental assistance for eighteen months (anticipated January 2018
through June 2019).
The Board reviewed Hotel Tax/Tourism matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation to record the additional revenue and corresponding payment to the
Franklin County Visitors' Bureau. The county's Hotel Tax was increased from 3% to 5%
effective June 1, 2017.
The Board reviewed Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation to record the first shift in funding for FY2017-2018 with in the Human
Services Block Grant. This shifts FY2016-2017 carryover funds to the Housing
Assistance Program (HAP) for rental assistance ($15,000.00) and shelter support
($14,000.00) and to the Human Services Development Fund (HSDF) to provide
reimbursement for Human Services Training Days, which occurred in October
($6,000.00).

The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote
from TelePlus Corp. in the amount of$13,356.00 for data cabling in the new
Mercersburg MDJ office. This includes cabling for VoIP phone, security cameras and
computer data lines.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the agreement between the County of
Franklin and NCH Chemsearch to provide a water quality assurance program for the
cooling and heating system at the Jail at a cost of$3,918.06, for the period of January 1,
2018 through December 31, 2019.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Renewal Permit application being applied by Scott's Hauling &
Excavating for R.V. Storage on Route 30, located in Hamilton Township.
The Board reviewed an appointment to the Capital RC&D Area Council, Inc. On
a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert Schemmerling to the Capital RC&D Area Council, Inc. for a
term of November 1, 2017 through November 1, 2020.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the revised job descriptions
for Correctional Officer and Correctional Shift Security Lieutenant.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:40 a.m. this date for the
purpose to review a labor matter. No action will be required after executive session.
The Board reconvened into regular session at 10:59 a.m.
The meeting was adjourned at 11:01 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
