The Franklin County Commissioners met Thursday, October 26, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the October 17, 2017 and October 19, 2017
meetings.
The Board reviewed Coroner Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the quote from Jennings
Chevrolet to purchase a Yukon to replace one that is no longer in service at a cost of
$59,177.57. Two bids were received but the one bid did not have the seat configuration
that was requested.
The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Dr. Bitna Kim to perform evaluator services for the Mental Health
Co-responder— Community Liaison program. This program is funded through a Mental
Health and Justice Pretrial Initiative grant from PA Commission on Crime and
Delinquency. The maximum amount of this contract would be $2,500.00 for the period
of May 18, 2017 through December 30, 2018.
The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Dr. Michele Bratina to perform evaluator services for the Mental
Health Co-responder—Community Liaison program. This program is funded through a
Mental Health and Justice Pretrial Initiative grant from PA Commission on Crime and
Delinquency. The maximum amount of this contract would be $2,500.00 for the period
of May 18, 2017 through December 30, 2018.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
renewal contract between the County of Franklin and AccesslT Group, Inc. for the
annual maintenance of the county's CheckPoint Firewall System at a cost of$64,325.00,
for the period of October 1, 2017 through December 31, 2018. The CheckPoint firewalls
also provide VPN access for remote work, Web and Application filtering and Intrusion
Detection/Prevention.

The Board reviewed additional Information Technology Services matters. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved
the quote from Southern Computer Warehouse to replace the Universal Power Supply
(UPS) units throughout the wiring and switch closets in the County at a cost of
$36,766.08. Some of these units are more than 12 years old and well beyond supported
life. Others have failed entirely and are no longer working. These units protect from
power surges and provide battery power for a short time in the event of an outage.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and RA Hill General Contractor to provide excessive
snow removal at the Courthouse Complex, Franklin Farm Lane and the Administrative
Annex on an as needed basis at an estimated cost of $1,500.00, for the period of
January 1, 2018 through December 31, 2018. Daily rates and premium rates are based
on the type of equipment used for a specific job.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Larson Design
Group notified the County of a Pennsylvania Department of Environmental Protection
Notification of a Request for Water Obstruction Permit application being applied for
Bridge Replacement Project over Raccoon Creek on Loop Road located in Guilford
Township.
The meeting was adjourned at 9:40 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
