HomeMy WebLinkAbout2017-11-16 Commissioner Minutes THURSDAY, NOVEMBER 16, 2017 The Franklin County Commissioners met Thursday, November 16, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Carrie Gray, County Administrator, requested to amend the contract listing to withdraw board action #10, since we may have a modification but it will take a couple more days to resolve. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the November 9, 2017 meeting. The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the report to Pennsylvania Department of Human Services showing expenses and revenues of Act 148 funding for July 1, 2017 through September 30, 2017 in the amount of $2,142,542.00. The Board reviewed additional Children &Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of$79,747.00 to increase the budget for additional grant funds received for the Time-Limited Family Reunification Grant (TLFR). The Board reviewed Early Intervention matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of$27,100.00 to transfer unspent 2016 budget for fiscal year 2016-2017 into calendar year 2017 for expenditures. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the contract between the County of Franklin and Department of Public Safety Training and Certification of Bucks County Community College to provide a maximum of 200 hours of onsite, non-certification, training courses at Franklin County Department of Emergency Services for the calendar year of 2018, at a cost of $1,200.00. This provides DES and local responders with national and state level fire, rescue, emergency medical and hazardous materials training. Students are responsible for required manuals; DES provides required equipment, expendable items and the classroom for hands-on sessions. The Board reviewed Human Services Development Fund matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of$6,000.00 to transfer unspent 2016 budget for fiscal year 2016-2017 into calendar year 2017 for expenditures. Continued on page 2 The Board reviewed Human Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the contract between the County of Franklin and Rhodes Grove Camp and Conference Center to rent the facility for Human Services Training Days on April 18, 2018. Rhodes Grove will provide room setup, presentation equipment, one breakfast, one lunch and two snacks for up to 200 people, for a total cost of$4,800.00. All expenses are paid by the Human Services Block Grant. The Board reviewed additional Human Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of$31,477.00 to record the second shift in funding for FY 2017-2018 within the Human Services Block Grant. This appropriation shifts FY 2016-2017 carry-over funds to the Housing Assistance Program for shelter support. The Board reviewed ITS matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from Morefield Communications to purchase more Cisco switches to improve the quality of our internal network, its speeds and bandwidths, as well as replace aging equipment at a cost of $47,714.00. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the contract renewal between the County of Franklin and Nitterhouse Alarm Communications Division for the semi-annual inspection and annual preventative maintenance on fire alarm systems throughout the following buildings: Building 2, Ag. Heritage, Hearing Annex, Commissioners Complex, including tenant floors, Human Service Building, Building 426, Greencastle Senior Center, Building 3, Administration Annex, Courthouse and Courthouse Annex for a total cost of$4,973.00. This contract is for the period of January 1, 2018 through December 31, 2019. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Tim Goetz to provide snow and ice removal on an as needed basis at the Greencastle Senior Center at a cost of$2,000.00 for the period of January 1, 2018 through December 31, 2019. Sarah Hamel, Wellness Coordinator, and a few members of the Wellness Committee were present to provide a fundraising check to Sarah Brosious from the Cumberland Valley Breast Care Alliance. Ms. Hamel explained that in October, the County raised $1,912 whereas last year $500 was raised so this was a significant increase in funds raised this year. She explained the following fundraisers that helped to reach this amount: They sold 54 shirts; Domestic Relations donated $233 on their own from a couple of their own fundraisers; Planning raised $45 by selling snacks; Emergency Services raised $165 by designing their own shirts; offered leggings for sale; held an office decorating contest where the Sheriff's Office, M.D.J. Pentz, Domestic Relations, Planning, Fiscal, MH/ID, Tuscarora Managed Care, Human Resources and the Records Department at the Jail all decorated their offices. Domestic Relations won that contest. She said there was a lot of effort this year. Sharon Brosious thanked everyone and she wanted to let the Board know how much fun they had. She said that Sarah did a great job motivating everyone. It was a great collaboration. Ms. Brosious said they have their free mammogram program where 113 ladies participated and 8 were diagnosed with breast cancer. They provided 142 care packages to newly diagnosed ladies and there are 4 new ladies in their 30's who were diagnosed so they Continued on page 3 are helping these young mothers battle breast cancer. She can't thank everyone enough. Chairman Keller thanked Ms. Brosious and said he is grateful for her work and the Alliance in the Cumberland Valley. Commissioner Thomas said this is great but there is also the awareness that is getting out there. Sarah said that due to the wellness programs being offered, we have more employees that are going for mammograms and physicals. Commissioner Ziobrowski noted that although diagnosis of breast cancer in an employee is private, as fellow employees we hear about their challenges. He expressed his concern for such employees, and expressed his admiration for those who have stepped up to inform and mentor others. The meeting was adjourned at 9:54 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. FRANKLIN COUNTY COMMISSIONERS
