The Franklin County Commissioners met Thursday, December 7, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the November 28, 2017 and November 30, 2017
meetings.
The Board reviewed Aging Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the updated contract listing
for all contracts and addendums for Fiscal Year 2017/2018 for the Aging Office. Contract
listing is maintained for proper accounting of all contacts to include vendor name and
address, type(s) of service provided and rate(s) charged for services.
The Board reviewed Grants/Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the budget revision to PA Department of Community and Economic
Development for the 2016 Emergency Solutions Grant. SCCAP's Franklin County
Shelter is requesting to move $9,500 from services to financial assistance in the amount
of$2,000 and to rental assistance in the amount of$7,500 under Rapid Rehousing. The
overage is due to an overlapping ESG Grant. Waynesboro New Hope Shelter is
requesting to reallocate $5,000 in Rapid Rehousing funds from financial assistance to
rental assistance and to move $18 in homeless prevention from rental to services.
The Board reviewed Human Services Administration matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Supplemental Appropriation in the amount of$67,235.00 to increase the budget for the
Emergency Solutions Grant for additional grant funded revenue received and to increase
the corresponding expenses. All expenses applied to the grant are completely
reimbursable through PA Department of Community & Economic Development.
The Board reviewed Planning Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the contract between the
County of Franklin and Pennsylvania Department of Community and Economic
Development for the 2016 Community Development Block Grant, for a grant amount of
$299,741.00 for the period of November 7, 2017 through November 6, 2022.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the contract change order for contract dated January 12, 2017
between the County of Franklin and Aqua Power Pros/First Impressions to provide
housekeeping services. This change order is to increase the yearly price to $26,928.00,
effective December 1, 2017 due to increased square footage with the addition of
Magisterial District Eyer's new location in Mercersburg, PA.

The Board reviewed Tax Claim Bureau matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved to accept the bids
that are on the repository sale list made by Stuart B. Pugh to purchase a property at 248
Wayne Avenue, Waynesboro for a bid amount of$310.00 and to purchase a property at
118 W. North Street, Waynesboro in the amount of$310.00. These properties were not
purchased at the Judicial Sale. Repository sales are held on properties that are not
purchased at the Judicial Sale.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black
Engineering Inc. notified the County of a Pennsylvania Department of Environmental
Protection General Permit GP-3 and GP-11 applications being applied by Chambersburg
Borough for Chambersburg Borough Power Plant Outfall Removal located in the
Borough of Chambersburg.
In accordance with PA Acts 14, 67, 68 and 127 notifications, William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by Quincy Township for Quincy
Township's water system well 7 & raw water line located in Quincy Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Waste Management
notified the County of a Pennsylvania Department of Environmental Protection NPDES
Permit application being applied for storage tank facilities— downstream annual
notification for 2017 on property located in Greencastle, PA.
In accordance with PA Acts 14, 67, 68 and 127 notifications, GHD notified the
County of a Pennsylvania Department of Environmental Protection water allocation
permit application being applied by Washington Township Municipal Authority to
withdraw a maximum total of 674,000 gpd from all sources combined located in
Washington Township.
The Board met with Loretta McClure, Acting Human Resources Director, the
Controller Harold Wissinger, and Mark Singer, Court Administrator, for Salary Board
matters.
Phil Tarquino, Planning Director, was present for further discussions and
approval of the Franklin County Tourism & Quality of Life Enhancement Grant
recommendations that he presented at Tuesday's meeting. Mr. Tarquino reiterated what
he provided to the Board on Tuesday. The following is the committee's
recommendations for the Marcellus Shale funds: Greene Township to be used for
Phase I of the Conococheague Trail for an amount of$100,000; Franklin County
Veterans/911 Memorial to be used to enhance the walking paths behind the memorial
for an amount of$6,000; and Healthy Franklin County to be used to create a
walking/running route booklet and new webpage in the amount of$4,000. Mr. Tarquino
mentioned that the committee recommends that Healthy Franklin County work with the
Franklin County Visitors Bureau on the webpage piece. The following is the committee's
recommendations for the Hotel Tax funds: Coyle Free Library to be used for fagade,
sidewalk and cornice improvements in the amount of$50,000; Capital Theater to be
used to improve lighting at the theatre in the amount of$20,000; Totem Pole Playhouse
to be used for renovations to the restrooms, storm water improvements in their parking
lot and renovations to the administrative offices in the amount of$35,000; and Historical
Society to be used to improve the facilities climate control for archive records in the
amount of$35,000. On a motion by Robert L. Thomas, seconded by Robert G.
Ziobrowski; unanimously approved all the recommendations presented. Mr. Tarquino
said that Planning will work on the contracts and the Board will sign them at later dates.

On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 10:08 a.m. this date for the
purpose to review personnel matters. No action will be required after the executive
session. The Board reconvened into regular session at 10:32 a.m.
The meeting was adjourned at 10:33 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
