MEETING MINUTES
Welcome & Introductions
Everyone introduced themselves and their agency affiliation.
Provider Announcements and Updates
» Franklin Family Services
Franklin Family Services (FFS) opened an office in Greencastle. FFS will also be
starting to offer Transcranial Magnetic Stimulation (TMS) out of their Carlisle
office. TMS is a treatment for treatment resistant depression. The treatment is 19
minutes every day for 30 days. The service will be available to those with private
insurance and Medicare. Additional information will come at a later date.
» Keystone Psych Rehab
A calendar of classes starting in January was provided. A new hire will be starting
on January 18th this should allow for two (2) classes to be given at any point as
well as provide more mobile and individual services. The service is for adults (18
years old and older). Keystone has hired Shendell Burger as the new Program
Director. She was previously a Psychiatric Rehabilitation Specialist at Keystone.
» Healthy Communities Partnership
The Youth Advisory Board for the Chambersburg Cares Coalition has been doing
a project of paying forward and acts of kindness. The Chambersburg High School
group has decided to do a kindness campaign in February. The campaign will be
implemented from grades kindergarten through 12. Resources will be provided
to the elementary schools and peer campaigns will be done in the middle and
high school. The group will be selling “be kind.” t-shirts. The group will challenge
their peers to wear the shirt every Friday in February. The goal is to get other
agencies and the community to participate in the campaign as well. The shirts
will be $8; there will be an option to pay $15 for the shirt in which the additional
money will be used to buy children shirts that cannot afford them. The order
form will be ready in the next few weeks and will be sent out to providers.
The next meeting for the Chambersburg Cares Coalition is the first Tuesday (2nd)
of January at noon at the new Coyle Library. It is open to the community.

New CMS regulations were released pertaining to providers having their own
emergency management plan. The understanding is the all providers have their own
plan. The plan would include information of how you would handle an emergency
situation. If any providers need assistance in creating a plan, please let Cori Seilhamer
know. For those contracted with the County, having an emergency plan is part of
contract.

» Psychiatric Admissions Reporting Overview
The handout provided the second quarter comparison between 2016 and 2017.
Please see the handout for more detail.
Per the data on the handout, it shows that two (2) individuals are/were receiving
Administrative Case Management (ACM) that have been hospitalized two or
more times. Discussion was held on tracking and follow up that is completed on
these individuals. If an individual receiving ACM declines a higher level of care,
what is done? Is there additional follow up with these individuals?
There are currently three (3) individuals on the Danville State Hospital waiting list.
One (1) of the individuals will receive a bed later this month while the other two
(2) have not received dates yet.
The last individual that was at Holy Spirit Extended Acute Care was discharged
on November 6th.
» Historical Summary Report on Extended Acute Care Utilization
A handout was provided to show the data from 2005 when the County first
gained access to Extended Acute Care at Philhaven to when access was gained
at Holy Spirit until now since there is no longer an Extended Acute Care. The data
provides a view of how we were able to utilize EAC and how it helped with state
hospital bed utilization. If anyone has any questions, please call or email Jim.
The County has not been able to access a new EAC. Cumberland/Perry has two
(beds) at the Ephrata Hospital and one at Wellspan Philhaven but we are unable
to gain access to any beds there. Lancaster County will have an EAC but all beds
are spoken for. Wellspan Philhaven has plans to repurpose beds at their York
Hospital facility but it is unknown what will happen with this or how long it will
take. At this time, referrals are being sent to Danville and individuals must wait
until a bed becomes available. This is resulting in individuals being at local
hospitals for an extended period of time.
» Sequential Intercept Model
There is no update to the Sequential Intercept at this time.
» New Agenda Items
If providers have any topics that they would like to hear/discuss during a provider
meeting or if their agency wants to present during a provider meeting, please let
Jim know.
