THURSDAY, DECEMBER 21, 2017
The Franklin County Commissioners met Thursday, December 21, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the December 12, 2017 and December 14, 2017
meetings.
The Board reviewed Agricultural Extension matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the motion to
approve the agreement between the County of Franklin and the Pennsylvania
Department of Environmental Protection for the Mosquito-borne Disease Control Grant
in the amount of $65,173.00, for the period of January 1, 2018 through December 31,
2018.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the resolution
committing Franklin County to the joint funding and operational support of a regional
radio system to be known as the South Central Inter-County Communications Network
(SCICNET).
The Board reviewed Day Reporting Center matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Peerstar, LLC to provide mentoring services for Jail
Diversion participants without Medical Assistance and for incarcerated individuals at the
Franklin County Jail with a maximum encumbrance of 14,000.00, for the period of
January 1, 2018 through December 31, 2018.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the renewal Maintenance Agreement between the
County of Franklin and SADA Systems, Inc. for continued use of Google Apps Basic, as
well as, upgrading to Google’s Business feature set which offers unlimited drive space at
a cost of $90,000.00, for the period of December 22, 2017 through March 21, 2019.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the purchase of a 2017 Ford Truck and
Police Interceptor AWD Utility from Whitmoyer Ford, Inc. at a cost of $27,395.00. This
will replace a Ford Explorer that is out of service and has upgraded equipment which is
more durable for law enforcement.

The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and the Coyle Free Library to award $50,000.00 from the Franklin
County Tourism and Quality of Life Enhancement Grant, utilizing the County’s Hotel Tax
Fund. Grant funds will be used for the Coyle Free Library project, for the period of
December 21, 2017 through December 20, 2018.
The Board reviewed additional Planning matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Pass Through
Agreement between the County of Franklin and South Central Community Action
Program (SCCAP) in the amount of $20,000.00 for the period of December 21, 2017
through December 31, 2019 for their gleaning program. Funds are provided by the
FY2015 Community Development Block Grant (CDBG).
Carrie Gray, County Administrator, and members of the Special Thanks and
Recognition Committee (STAR) were present to honor the Employee of the Month for
December. Randy Clendening, Correctional Officer at the Franklin County Jail, was
chosen from 12 employees nominated. Ms. Gray said the selection for the December
2017 Employee of the Month was determined by the STAR Committee based on the
numerous votes he received. Mr. Clendening was selected based in part on the following
comments on the nomination form: Over the course of the past few months, Officer
Clendening has taken the initiative to ask if he could conduct trainings on the third shift.
He was approached by a nurse to provide a refresher course on the new medical back
boards the Jail recently received. Since Mr. Clendening is an EMT at the Shippensburg
Fire Department, he is well-trained in its use. To accomplish this task, it took several
nights of having groups of 4 or 5 staff come to the Medical Department for training. This
was strictly on a volunteer basis for the third shift staff to take and there was 100%
participation!. Mr. Clendening also started to instruct the shift on the use of the two
different restraint chairs that are used in the jail. These trainings have enabled the staff
to be better prepared and qualified to handle emergencies that may occur in the Jail, by
providing faster care and treatment to injured parties. Mr. Clendenings’ outstanding
characteristics are attributes that have not gone unnoticed by his peers. The nomination
form described him as dedicated, committed and compassionate. “Randy shows
dedication to his job; he shows commitment to making his working environment better
and he has compassion for the Jail and staff with whom he works.” We are grateful to
Mr. Randy Clendening as he exudes a high standard of customer service, excellence
and respect to the employee and residents of Franklin County. Randy thanked everyone
for the opportunity and expressed his appreciation to the Warden and his wife for their
support. Commissioner Keller thanked him for going above and beyond. Public safety
is where his passion is and the County is lucky to have him. Commissioner Thomas
discussed the shortage of EMT’s and how they give a lot of their time. Commissioner
Ziobrowski stated he is proud to have his signature on Mr. Clendening’s paycheck due to
his initiative and leadership skills.
Teresa Beckner, Fiscal Director, met with the Board to review the 2017 expense
and revenue budget performance through October 2017. She advised that most
departments are under budget except for a few where most variances relate to the type
of expenses (example Tax Collectors) or is the result of timing related to front-loaded
and/or one-time expenses. She said staff will continue to monitor them. The budget
variance is expected to work itself out over the balance of the year. She said general
fund expenses are at 78.3% of budgeted expenses compared to 75.4% in October of
2016. Revenues recorded through October 2017 appear to be consistent with the
budget. Ms. Beckner said revenues are 92.3% collected of general fund revenue budget
compared to 92.7% in October of 2016. Property Tax collections for October were
almost $38 million or about 94.6%. This compares to 94.8% collected in October of
2016 and a five-year average of 94.3%.
