The Franklin County Commissioners met Thursday, February 8, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked to amend the agenda to include additional items during
Salary Board for the District Attorney and Public Defender. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the
agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the January 30, 2018 and February 1, 2018
meetings.
The Board reviewed Commissioners' Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Certification of
County Maintenance of Effort for the HAVA Title II Financial Assistance for the reporting
period of January 1, 2017 through December 31, 2017. To qualify for HAVA grant funds,
the County must certify each year that they are maintaining an expenditure level not less
than the level of expenditures maintained by the County for the 2000 fiscal year. For
Fiscal Year 2017, the County has expended $527,671.48 while spending $218,948.00
for the entire 2000 fiscal year.
The Board reviewed District Attorney matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the maintenance agreement between the County of Franklin and
PA District Attorney's Institute to provide maintenance on the PA SAVIN victim
information and notification system at no cost, for the period of January 1, 2018 through
December 31, 2018. PCCD has decided for 2018 that Counties are not responsible to
pay any portion of the maintenance fees.
The Board reviewed Drug and Alcohol matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the updated 2017-
2018 contract listings for Drug and Alcohol. Contract listing is maintained for proper
accounting of all contacts to include vendor name and address, type(s) of service
provided and rate(s) charged for services.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the mutual aid
agreement between the Department of Defense, Raven Rock Mountain Complex to
jointly and more effectively protect life and property within Franklin County and Raven
Rock Mountain Complex and the rendering of assistance, when requested by either
party, to include all fire and emergency services operating in the geographic area of
Franklin County. This agreement is effective January 23, 2018 and will remain in full
force and effect unless canceled in writing by either party.

The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2017
Hazardous Material Emergency Response Preparedness (HMERP) Annual Report to
Pennsylvania Emergency Management Agency (PEMA). The report provides PEMA the
information regarding the chemical safety program for each county. It also provides the
data needed for PEMA to create the required annual report to the General Assembly.
PEMA will pull report data to apply for the Hazardous Material Response Fund grant.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the revision #1 of the Report
to the PA Department of Human Services, Bureau of Financial Operations for FY 16/17
Human Services Block Grant Annual Income and Expenditure Report due to a reclass
was required to move revenue from the other category in ID into Community Based
Services, also to show carry-over of$2,500 on the Non-Block Grant Summary Report for
temporary funds for Regional Collaboratives.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote
from Dell for the annual renewal of the county's backup software at a cost of$5,493.92.
This software backs up all the servers in the county and allows for disaster recovery.
The Board reviewed additional Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the change order from General Code to include five
(5) additional Laserfiche licenses for Law Clerks in Court Administration to help them in
their case lookup at a cost of$4,472.00. The Records Improvement funds will cover this
expense.
The Board reviewed MH/ID/EI matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the updated 2017-2018
contract listings for Mental Health, Intellectual Disabilities, and Early Intervention.
Contract listing is maintained for proper accounting of all contacts to include vendor
name and address, type(s) of service provided and rate(s) charged for services.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and ThyssenKrupp
Elevator Corporation to perform mandated pressure testing on elevators located at the
Hearing Annex, Administration Annex and Courthouse and Courthouse Annex at a cost
of$3,180.00.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Jere D. Hissong, Jr.
notified the County of a Pennsylvania Department of Environmental Protection Water
Obstruction and Encroachment Permit application being applied for a residential
property located in Montgomery Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, the Borough of
Chambersburg notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied to withdraw 4.99 million gallons per
day from Long Pine Run Reservoir and 6.0 Mdg from the existing intake on the
Conococheague Creek downstream from the Long Pine Run Reservoir.
The Board met with Tiffany Bloyer, Human Resources Director; the Controller
Harold Wissinger; Matt Fogal, District Attorney; Ian Brink, Public Defender; President
Judge Carol Van Horn; and Mark Singer, Court Administrator, for Salary Board matters.

The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the job description for the
Chief Deputy District Attorney position.
The meeting was adjourned at 10:03 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
