The Franklin County Commissioners met Thursday, February 15, 2018, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice
Chairman Thomas presided and after calling the meeting to order, a Moment of Silence,
and the Pledge of Allegiance, proceeded with the business of the day. Commissioner
Thomas asked everyone in attendance to remember the families of the victims in the
Florida high school shooting yesterday.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to adopt the agenda. Vice Chairman Thomas announced that
Chairman Keller will not be in attendance today.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the February 6, 2018 and February 8, 2018
meetings.
The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the updated 2017-2018 contract
listings for Aging. Contract listing is maintained for proper accounting of all contacts to
include vendor name and address, type(s) of service provided and rate(s) charged for
services.
The Board reviewed Children & Youth matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the report to
Pennsylvania Department of Human Services showing expenditures of Act 148 funding
for October 1, 2017 through December 31, 2017. The total amount of the report is
$2,323,260.00 for the 2017/2018 fiscal year.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice
Chairman of the Board to execute the Products and Services Agreement between the
County of Franklin and CenturyLink to provide fiber diversity— redundant service routing
of phone/fax lines into Building 426 at a cost of$26,160.00 for the period of March 24,
2018 through March 23, 2020.
The Board reviewed Grants/CJAB matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Grant Project
Modification to PA Commission on Crime and Delinquency (PCCD) for the Intermediate
Punishment Grant to correct the required county match, due to the fact that there were
more individuals covered by Medical Assistance than anticipated originally. This
corrective action is required by PCCD.

The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the Intergovernmental
Agreement between the County of Franklin and Commonwealth of Pennsylvania,
Department of Corrections (DOC) to receive PREA complaints from inmates at the
Franklin County Jail. These complaints are then forwarded to the Jail for further
investigations. There is no cost for this agreement and it is for the period of January 1,
2018 through December 31, 2028.
In accordance with PA Acts 14, 67, 68 and 127 notifications, AECOM notified the
County of a Pennsylvania Department of Environmental Protection water allocation
permit application being applied by Chambersburg Borough for the Chambersburg
Borough Water Treatment Plant that includes a periodic direct withdrawal from Long
Pine Run Reservoir.
In accordance with PA Acts 14, 67, 68 and 127 notifications, GHD, Inc. notified
the County of a Pennsylvania Department of Environmental Protection public water
supply permit being applied by the Borough of Chambersburg for the construction of a
new second finished water clearwell at the existing water treatment plant site, located at
7659 Lincoln Way East, Fayetteville, PA , in Greene Township.

seconded by Robert L. Thomas .
