HomeMy WebLinkAboutIDD Provider Meeting Minutes 02-16-18Intellectual Disabilities Provider Meeting Friday, February 16, 2018 ID Provider Meeting 1 2/16/18 MEETING MINUTES Welcome & Introductions Everyone introduced themselves and their agency affiliation. Fiscal Updates – Ashley McCartney  Friendly Reminders to our Base Funded Providers  February 15th: Quarterly Report of Expenditures (October – December)  March 15th: Appendix A and Fiscal Budget Packet  May 15th: Quarterly Report of Expenditures (January – March)  Providers should have received Appendix A and Fiscal Budget Packets (if appropriate). If you have any questions, please contact Ashley. Marion Rowe  Incident Management – IM Process Management Report There is an Incident Management Review Report; please try to pull the report every two (2) weeks to make sure incidents are being finalized in the appropriate timeframe. The report shows the date the incident was entered, time it was submitted, if it was submitted in the appropriate time, the investigator assignment, etc. If an extension is requested for the incident, it should show up on the report. This option was not available before. Providers can adjust the format to fit their needs or pull a customized report.  HCQU – New Review & Training Process The HCQU started a new process of combining Medication Error training with Consumer Data Collection (CDCs). The HCQU started with one provider which is going well. The schedule of which provider is next will be determined at the quarterly Risk Management meetings. When a home is selected, Marion completes the referral. She notifies the provider to make sure they approve. She requests a primary contact from the provider so the HCQU can coordination the training and CDCs. If anyone has any individuals or homes they want this training done for sooner, please let the HCQU know. CDCs and trainings can continue to be requested by providers at any time. It is a lengthy process to complete the trainings and CDCs on an entire home. However, it is opportunity for nurses to come out to meet house specific training needs for both staff and individuals at one time. If you want to know the process, what is being looked for or have any questions, please contact Tammy LaGraffe.  Consumer Trainings Consumer Trainings are being held in the afternoons on the dates of the HCQU Trainings. There have been approximately four (4) to five (5) consumers and staff that have attended in January and February. Please continue to send registrations to Tammy. If you have any topics of interest, please let the HCQU Intellectual Disabilities Provider Meeting ID Provider Meeting 2 2/16/18 know. Staff who attend the consumer trainings get an extra hour of training/credit. Mental Health First Aid training is May 3rd and 4th. However, this class is full. Tammy is working on setting up another session later this year.  Psychiatric Admissions Marion and Jane are meeting with the Behavioral Health Unit (BHU) at the Chambersburg Hospital on February 28th to discuss concerns with recent psychiatric admissions on the BHU. The hospital is looking for specifics of the concerns at this point. There were a couple admissions that have happened over the past two (2) months that have been of high concern. If any providers are aware of any concerns that have taken place, please let Marion or Jane know. On Behalf of Jane Cline  ODP CPS Technical Assistance for Providers Community Participation Support (CPS) Technical Assistance with the Office of Developmental Programs (ODP) is scheduled for March 15, 2018 from 10:00 a.m. to 12:00 p.m. at the Administrative Annex (218 North Second Street, Chambersburg). This will be an opportunity for providers to ask any questions they have pertaining to CPS. This training is open to all providers and Support Coordinators (SCs).  Hospital Contact List About a year or so ago a contact list for Chambersburg Hospital was created pertaining to who to contact at residential providers for discharge and questions. The list was for discharge for medical/hospital admissions. A lot of the information has since changed. The list was passed around during the meeting requesting providers put down at least two (2) contacts. Lori Young  Provider DSP Fair A recommendation came from the MH/ID/EI Advisory Board to have the County sponsor a Direct Support Professional Job Fair. It would be for providers to participate and attract candidates for the direct support professional role. Per discussion at the meeting, the providers who were present seemed interested in pursuing the idea but not ready to commit to the fair. Lori will create a Survey Monkey poll to send to providers to see who may be interested in attending, what time of day and what days are available. If there is enough interest, a committee could be formed to plan the event. There would be no cost to the providers who attend as the County will sponsor the site and the fair. A suggestion was made to open the fair to more than just direct support professionals.  Provider Requalification It is time for Provider Requalification. Lori has reached out to all providers who have qualifications due this year. If you did not receive an email from Lori then Intellectual Disabilities Provider Meeting ID Provider Meeting 3 2/16/18 you are either not due for provider requalification or Lori is not the assigned Administrative Entity (AE). Providers must pull the DP1059 and Provider Documentation Record from My ODP. ODP Announcement 0005-18 has the path to the documents. Lori is unable to send the documents to providers via email as the documents do not work correctly. If you have never sent a DP1059 then you will have to check the New Provider Box (even though you are not a new provider) for the first time only. If any providers have any questions, please contact Lori. Authorization Discussion When authorizations go into the annual plan it takes longer to be approved. If a critical revision is needed but it is time for the annual meeting, providers should request a critical revision first, for the change. The meeting can be an annual meeting and a critical revision meeting at the same time. Service authorization changes should be a critical revision. It takes at least a month for an annual to be completed and reviewed. The estimated time for a critical revision to be reviewed and approved by the Program Specialists is two (2) days if no additional revisions are needed. The SCs should be scheduling critical revisions within one (1) week of the request. If it is beyond this timeframe, please contact Matt Yingling or Shanna Golden. ASERT Presentation – Andrea Layton Andrea Layton from ASERT gave a presentation on the ASERT website. Changes continue to take place with the waiver expansion as programs can now support individuals with autism without an ID diagnosis. ASERT has been asked by the Bureau of Autism Services (BAS) to help with ASERT competence. ASERT is a task force formed by BAS. The primary task is to get resources and information out to the community. The three (3) universities that are primary partners with ASERT are Drexel University (Eastern region), Penn State Hershey Medical Center (Central region) and Western Psychiatric Institute and Clinical of UPMC Center for Autism and Developmental Disorders (Western region). Each region has their own area of expertise and projects they are working on but share such things among regions.  Eastern region - pushing Autism Needs Assessment. This is going out to individuals and families who have an autism diagnosis. Eastern region is looking for the assessment to be completed to see what services individuals have and what is needed. This helps identify gaps and future plan. The assessment was last completed in 2011. There are new questions, more information and more individuals to get information from. The Eastern region also does public health, autism census, justice system training (with first responders, law enforcement, etc.). All 540 judges have been ASERT trained in autism in the event an individual with autism comes into their court room. Resources were also created around the justice system.  Western region - trains physicians, first responders, EMTs, etc. in working with individuals with autism. Search and rescues have been completed in the event that an individual with autism goes wondering and what may scare them if they are lost. Western region also works with psych and social rehab, substance abuse and adult diagnosis clinic. Intellectual Disabilities Provider Meeting ID Provider Meeting 4 2/16/18  Central region – for the past eight (8) – nine (9) years there have been adult and adolescent social skills groups. The groups show an individual how to work on social skills for autism. There was a program that was focused on transition to adulthood; helping individuals and their families with the transition. The group helped individuals and families navigate and plan for the gap in between graduating at 18 and not receiving an adult waiver until 21. Central region is working on a Person Centered Assessment Monitoring system (PCAM). This is BAS finding a new way to assess individuals, show progress and provide feedback to individuals and their teams. This is being piloted in Dauphin and Lancaster counties. BAS is looking to push this model state wide. ASERT provides support to BAS in training, outreach and resources. ASERT website is www.paautism.org. Andrea gave an overview of each section on the website.  Community – provides support group names with a map. Groups can be searched for by county. There are online and in person groups. If there is any support groups not listed, please let ASERT know. o Additional links are the Philadelphia Autism Project and ASDNext. ASDNExt is an additional website to focus and gear towards individuals. This is for individuals to connect with other individuals on the spectrum. There are resources, resource map (support groups, colleges, volunteer organizations, etc.). There are blogs which currently there are four (4) young adults on the spectrum that write weekly. Individuals can comment and interact. The goal is to post a new blog every week. Additionally, there is a message board for individuals to connect to others. o ASERT is in the process of developing a new message board for direct support staff as a way to target resources and information to those staff. The calendar will include trainings around the state as well as resources. The goal is to have the microsite available by June.  eLearning – there are thirteen (13) free online learning courses. Staff can receive certificates for completing the courses. There are community and professional courses. ASERT is in the process of developing a course for Cyber Safety so individuals know what to be aware of, scams, keeping themselves safe, etc. ASERT is looking to expand eLearning trainings and education. They are able to go out to different sites and provide training on autism. ASERT is in the planning stage of developing webinars. The plan is to start doing them monthly (hopefully in the next month or so). o The courses do not provide FBA certifications; this is still with BAS. The entire curriculum is being redone and is on the radar for next year.  Resource – there are over 1,000 resources. ASERT is looking at ways to make the resource tab more user friendly. Resources can be searched by key word to find ones related to a specific topic. ASERT is working on creating bundles of resources around hot topics; instead of looking at one resource at a time, certain resources will be grouped together. ASERT is looking for feedback. If you know of particular bundles you would like to see, please let them know. Intellectual Disabilities Provider Meeting ID Provider Meeting 5 2/16/18  Training and Events – this area lists events and trainings around the state for staff and individuals. If anyone knows of any events or the want to highlight one of their events, please let ASERT know. Events and trainings are also added to ASERT’s Facebook and Twitter as well as promoted in their newsletter.  News – ASERT tries to keep up to date on new stories coming from the state and ODP.  Resource Center – at the top of the page you will see “looking for additional assistance? Contact the ASERT Resource Center.” There is a 1-800 number to contact as well as a contact form on the website to submit questions and information. ASERT can help you find resources and can either mail or email those resources to you. Anyone can create an account on the ASERT website; this is recommended. Creating an account is free. Anyone can also subscribe to ASERT’s newsletter. When creating an account, it allows you to save resources. You can create profiles by topic and click on the heart icon in resources and save those particular resources to your profile.
