TUESDAY, MARCH 13, 2018
The Franklin County Commissioners met Tuesday, March 13, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked to include an additional item under board actions today.
He explained that it’s an agreement with Franklin Advisory for construction management.
John Hart, Project Manager, explained that Franklin Advisory has expertise to look at bid
specs as well as drawings and to evaluate bids and change orders during the
construction project. On a motion by Robert G. Ziobrowski; seconded by Robert L.
Thomas; unanimously approved to adopt the amended agenda.
Kim Wertz provided public comment and asked if there is a timeline to accept or
not accept change orders for the building project process? Chairman Keller responded
that the Board prefers not to do change orders but he will explain further during board
action discussions.
The minutes of the March 6, 2018 and March 8, 2018 meetings were reviewed.
These will be decided upon on Thursday, March 15, 2018.
The Board reviewed Agreements, Contracts and Reports. John Hart, Project
Manager, provided a brief overview of services that Franklin Advisory will provide. He
explained further that, with a construction project this large, it is a best practice to
engage a group like Franklin Advisory to review bids, resolve issues with bids, and
attend pre-bid conferences as well as meetings with contractors. He continued that it
will take several sets of eyes. Since there could be two building projects at the same
time, it is important to make sure contractors are performing as they should and
according to bids. John Boozer explained that he is there to insure integrity and success
of the project and make sure it’s done well and it’s done right. If he is involved from the
beginning, it will reduce the amount of change orders. He will work with the county
team and all appropriate county leaders to make sure everything is included in the bid
documents. He will also work with the information technology team to make sure the
building has the highest security as he has experience in working with security in federal
government projects. He is excited to have this opportunity to work for Franklin County.
Commissioner Thomas said it’s nice to have Mr. Boozer this close but for someone who
doesn’t understand why we need him, can he put in layman’s terms a simplistic way why
we should engage Franklin Advisory through this contract. Mr. Boozer provided more
information and also mentioned some of the projects he has completed around the
country and in Franklin County. Commissioner Ziobrowski asked Mr. Hart and Mr.
Boozer to delineate their duties and explain how their roles are different. Mr. Hart
explained that he will handle the contract for the engineers, secure funding, find
transition space to move employees during the construction, and keep people on
schedule. Mr. Boozer will assist and make sure the project moves forward, sitting in with
managers and seeing what is needed or not needed in their offices. He will look at
means and methods and best value in the building project. Chairman Keller explained
that the County has always had project management services in the past with other
projects. He added that Franklin Advisory has extensive experience working with
Noelker and Hull and the Borough of Chambersburg so there is additional value in
working with Franklin Advisory for this service. This is a proposal he can support and
the Board will plan to approve the agreement on Thursday.

The following item was approved today while the remaining items will be
approved Thursday, March 15, 2018. The Board reviewed Solicitor/Commissioners
matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved the Letter of Engagement Agreement between the County of
Franklin and Andrew J. Benchoff, Esquire to serve as conflict counsel for any legal
matters that the County Solicitor cannot handle due to a conflict of interest as referred to
Mr. Benchoff by the County Solicitor at a cost of $155.00 per hour.
The Board reviewed Commissioners Office matters and conducted a bid opening
for the printing of ballots for the General Primary Election. The following bidder
submitted a bid: Beidel Printing House from Shippensburg, PA bid a total amount of
$20,137.50. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to award to Beidel Printing House for a total bid of $20,137.50.
This was the only bid received.
The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the revised position description
for the HR Generalist-Organizational Development position in Human Resources.
The meeting was adjourned at 10:07 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
