THURSDAY, JUNE 14, 2018
The Franklin County Commissioners met Thursday, June 14, 2018, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice
Chairman Thomas presided and after calling the meeting to order, a Moment of Silence,
and the Pledge of Allegiance, proceeded with the business of the day.
Vice Chairman Thomas reported that Chairman Keller will not be in attendance
today. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Sharla Dunlap from Waynesboro provided public comment and is here to
encourage action on the opposition of the Transource Project. She has attended public
hearings since this power line was going to be 300 feet from her newly constructed
home. She asked for advice from Mike Ross and was told to rally the community so she
made a decision that day to rally against Transource. She indicated that this will forever
ruin Franklin County as we know it and there will be no cost savings to citizens in
Franklin County. She feels our rates will increase. Ms. Dunlap further explained how
she and others attended a court hearing and some already signed letters because they
were threatened with legal action and eminent domain. She said that 133 families in
Pennsylvania and many of them in Franklin County will lose their land because of a for
profit business. She feels that she will not be able to sell her house now and values of
homes will diminish. She asked the Board to raise awareness, speak out and raise
funds to help since attorney fees are not cheap.
Kim Calimer from Chambersburg provided public comment. She indicated that
social, economic, and environmental vitality and that Franklin County will provide
services which are responsive to the health, safety, and general welfare needs of County
residents. She continued that Transource is a for-profit business that is building huge
high voltage transmission lines from one end of the county to the other. She explained
the route runs from Shippensburg to Waynesboro. She said our rural landscape is at
not progress. This will also hurt the tax base and property values will
go down. She recommended they talk to Kerry Bumbaugh, Quincy Township
Supervisor, that he has had to pay people to clean up where Transource has been
drilling. The water table will be decimated because they are 130 foot towers that have to
be anchored to the ground. She feels Falling Spring Creek will be affected in a negative
way and tourism and agriculture would be hindered and harmed. Ms. Calimer explained
that public hearings have been held. She said the school district was offered $300,000
for land and they were going to vote to accept the offer but it was tabled and taken off
the agenda due to all the citizens that contacted them. There was not one person that
showed up at the New Franklin public hearing that said yes that this project would be
beneficial. She continued that the Commissioners are representatives and their support
is needed. She explained the State Constitution and how they have rights as PA
residents and that an out of state for-profit business can come in and take the land of our
citizens is beyond belief. She respectfully asks that they do what they can and stop
Transource.

Spencer Pheil, provided comment that everyone here has explained the situation
and he did talk to Commissioner Thomas yesterday on the phone and he will be
respectful. But he is concerned about the lack of awareness. If the Commissioners

monstrosity towers and this county is dumb enough to put powerlines next to schools

Facebook page and they should be educating the citizens every day. He said these
Commissioners have failed them. If they do not take action there will be action on his
side. They need to wake up, fight for the county and he thinks this is the most
health and they want them to be silent. This thing is heinous, ugly and he will never rest.
He will use his massive platform to promote them and support them if they do the right
thing and fight this. They need to fundraise and help them raise money for legal fees. If
Commissioner Thomas responded that the Board will communicate their
information presented today and they will come up with a response that will be
appropriate.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the minutes of the June 5, 2018 and June 7, 2018 meetings.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and GMS Funding
Solutions (Project Assignment #2) to provide coordination, consultation and support to
the Courthouse Facility Project team on an as needed basis at a cost of $170.00 per
hour. Support includes but is not limited to: attending and coordinating project meetings,
assistance with phasing and development scheduling, providing support to the project
The Board reviewed Grants/CJAB matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Project
Modification Request to PA Commission on Crime and Delinquency (PCCD) for the
Intermediate Punishment Grant to shift funding for the purchase of additional program
equipment and to cover additional medication and translation service costs.
The Board reviewed Human Services/Fiscal matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Supplemental

Appropriation in the amount of $17,904.00 to record the 3 shift in funding within the FY
2017-2018 Human Services Block Grant. This will shift FY2016-2017 carry-over funds
into Drug and Alcohol for ASAM (American Society of Addiction Medicine) training,
purchase Vivitrol and outpatient treatment. ASAM is a national certified set of client
placement criteria that requires training prior to implementation.

The Board reviewed Tax Services matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the quote from Keystone Ford for the Purchase of a 2018 Ford
Fusion Hybrid vehicle at a cost of $21,210.00, which will be used by appraisers to visit
and value property within Franklin County. Quotes were requested and there were five
responses. This is the lowest qualified quote.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES permit application being applied by Golden Leaf, LLC for a proposed
four story hotel with 85 guestroom and associated parking, located in the Borough of
Chambersburg.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Frick Industrial
Refrigeration notified the County of a Pennsylvania Department of Environmental
Protection state only operating permit being applied for operation of a boiler, paint
booths and two shot blasts, located in Waynesboro.
The meeting was adjourned at 10:04 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
