The Franklin County Commissioners met Thursday, July 26, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller requested approval to amend the agenda to move the bid
opening for the Franklin County Judicial Center Courtroom Mock-Ups scheduled for
today to next Thursday, August 2, 2018 at 9:30 a.m. John Hart, Project Manager
explained that he received a slight modification to the witness box from the architects
yesterday so it was sent out to possible bidders and placed on our website so he is
requesting that the bid be moved to next Thursday with the bids being received by the
Controller's Office by 4:00 p.m. on Wednesday, August 1, 2018. Steve Nevada,
Assistant County Administrator, requested another amendment to the agenda to include
two contracts with Housing & Urban Development (HUD)for Shelter Plus Care for adults
experiencing chronic homelessness and living with mental illness and HUD 1 & 2
Agreements to renew funds to continue the Franklin/Fulton Homeless Assistance project
for single adults experiencing chronic homelessness and living with serious mental
illness. He continued that there is also an application to PA Commission on Crime and
Delinquency (PCCD) to partially cover the Children's Advocacy Center's Director salary.
. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the amended agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the July 17, 2018 and July 19, 2018 meetings.
Diane Kelso, Children's Advocacy Center (CAC) Director was present to thank
the Board for their support along with the Grants and Fiscal Departments. The CAC
would not be able to do the work they do without the partnership of the County. She
provided the following numbers on the child abuse victims and their families that have
received services since the CAC was opened: 2015— 189; 2016— 211; and 2017 —254.
Ms. Kelso explained that they are on track this year for 300 child abuse victims. Ms.
Kelso provided information on the Multi-Disciplinary Investigative Team of which they
partner with Children & Youth, District Attorney and law enforcement who are all working
diligently on a daily basis. She wanted to commend the Children & Youth employees
who are in the CAC on a daily basis and working with law enforcement. They do their
jobs extremely well with the resources they have. Ms. Kelso provided information on
founded and unfounded cases that are more terms used by Children and Youth and Law
Enforcement but not the CAC. She is not in a position to say those cases have
outcomes since it has to run the course and whether it will lead to a particular outcome
or not. She continued that those children are receiving services from the CAC day one
regardless of the outcome.
The Board reviewed Children and Youth matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the list of
Subsidized Adoption Assistance Agreements on behalf of the Franklin County Children
and Youth Department to provide a subsidy to adoptive parents to be used for adoptive
children, for the period of April 1, 2018 through June 30, 2018. Contract listing is
maintained for proper accounting of all contracts.
The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to PA
Commission on Crime and Delinquency requesting funds in the amount of
$47,000. Funds will be used to strengthen the CAC through supporting MDIT
collaboration on child abuse investigations, service provision of forensic interviews and
developing and implement policies and procedures aligned with NCA standards. The
grant period is January 1, 2019 through December 31, 2019.
The Board reviewed Grants/Mental Health matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal grant
application to the Department of Housing and Urban Development (HUD) to renew funds
to continue the Franklin/Fulton Homeless Assistance project for single adults
experiencing chronic homelessness and living with serious mental illness. The program
provides 23 fully furnished one-bedroom scattered site apartments along with services
and case management. The grant application is requesting a total of$216,842 with a
match of$54,801, which will be met with Housing Trust Fund dollars and in-kind staff
time donation from Mental Health.
The Board reviewed additional Grants matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal grant
application to the Department of Housing and Urban Development (HUD) to continue the
Franklin and Fulton Shelter Plus Care project for adults experiencing chronic
homelessness and living with mental illness. Residents will be provided with long term
rental assistance in order to establish permanent housing. The grant application is
requesting a total of$83,352 with an in-kind match of$20,838.
The Board reviewed ITS matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the amendment to the G Suite
Customer Agreement (formally the Google Aps for Work Customer Agreement) between
the County of Franklin and SADA Systems, Inc. for the Google email and applications.
This amendment is to define their support in addition to what is provided by Google.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$117,100.00 for the Grant Street building occupancy
costs as well as Property Management and Custodial services.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from NAC
Divisions to connect existing door contacts and burglar alarm system to the duress
system and installing two key pads inside the employee entrance and Broad street doors
at the Grant Street property for a cost of$623.36.
The Board reviewed additional Risk Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote
from NAC Divisions to relocate and install the duress system equipment and panel and
connect to the existing network at the future Commissioners' Complex at Grant Street
property at a cost of$1,940.92 which includes labor and additional materials. Duress
system is needed for the safety of employees and individuals using County premises in
the case of an emergency.
The Board reviewed additional Risk Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote
from NAC Divisions to install a fire alarm system in the Grant Street Building at a cost of
$11,078.08. Fire alarm system is needed for the safety of employees and individuals
using the premises in the event of an emergency. The system selected has the flexibility
to expand and change as needed to be effective throughout the renovations and
upgrades to the building.
The Board reviewed additional Risk Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote
from NAC Divisions to relocate and/or install access control equipment and connect to
the existing Kantech network at a cost of$8,317.38. Hardware from the current
Commissioners' Complex will be relocated to the Grant Street location where possible.
Access system is needed for the safety of employees and visitor control.
In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer &
Associates notified the County of a Pennsylvania Department of Environmental
Protection NPDES permit application being applied by A. Duie Pyle for construction of a
truck terminal located in Antrim Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Curfman & Zullinger
Surveying, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES permit application being applied by Guilford Water Authority for
installation of a water main located on New Franklin Road located in Guilford Township.
The meeting was adjourned at 9:57 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
