TUESDAY, AUGUST 14, 2018
The Franklin County Commissioners met Tuesday, August 14, 2018, with the
following members present: David S. Keller and Robert L. Thomas. The Board
attended the Prison Board meeting at the Jail. Chairman Keller presided and after
calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance,
proceeded with the business of the day.
On a motion by Robert L. Thomas; seconded by David S. Keller; unanimously
approved to adopt the agenda.
There was no public comment.
The minutes of the August 9, 2018 meeting was reviewed. These will be decided
upon on Thursday, August 16, 2018.
The Board reviewed Agreements, Contracts and Reports. Carrie Gray, County
Administrator, explained board action item #1, MOU with Rescue Hose Company is an
HVAC situation at that magisterial judge facility. The agreement provides for a short-
term fix for the HVAC issue until the landlord can get the engineers in and do a long term
solution. The following items were approved today.
Thomas; seconded by David S. Keller; unanimously approved the Memorandum Of
Understanding between Franklin County and Rescue Hose Company No. 1 regarding
HVAC repairs to be made in leased space serving as a magisterial district office for the
County.
Robert L. Thomas; seconded by David S. Keller; unanimously approved the Agreement,
Notice of Award and Notice to Proceed to GRC General Contractor, Inc. for the Franklin
County Judicial Center Courtroom Mock Ups bid for a total bid amount of $59,902.00.
This bid was awarded on August 2, 2018.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas; seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the quote from AutoClear, LLC for repair of the x-ray machine at the
Old Courthouse at an estimated cost of $5,565.00. The repair consists of the combo
box for the unit.
The Board presented citations to Wyatt Craig,17, a senior at Shippensburg High
School, and Bryce Summers,18, of Fayetteville, who will be attending Liberty University.
Both who won first place in the 4-H national shooting competition. Wyatt Craig
explained that they were part of a team of four members from Western PA and they all
st
met in Nebraska and they did pretty well. He and Bryce finished 1 in the trap discipline.
Jason Goetz is their coach and was present for the presentation. Mr. Goetz explained
that the club was started six years ago and up until recently they practiced at the St.
Thomas Sportsman Association. He is currently looking for a new place to hold
practices and for volunteer leaders to dedicate their time to keep the program going. He
said there are 15 kids involved in the program. Mr. Goetz said that as far as he knows
this was the first time Franklin County had kids place at nationals. Chairman Keller
congratulated and thanked Bryce and Wyatt. Commissioner Thomas stated there is a
lot of discussion that we are failing our youth but Wyatt and Bryce are very respectful
individuals, their presentation is very impressive and there are good things in store for
them in the future. He also gives a lot of credit to their parents and grandparents.

On a motion by Robert L. Thomas; seconded by David S. Keller; unanimously
approved to enter an executive session at 9:59 a.m. this date for the purpose to review
Litigation matters. No action will be required after executive session. The Board
reconvened into regular session at 10:22 a.m.
The meeting was adjourned at 10:23 a.m. with a motion by Robert L. Thomas;
seconded by David S. Keller.
