HomeMy WebLinkAbout2018-08-28 Commissioner Minutes TUESDAY, AUGUST 28, 2018 The Franklin County Commissioners met Tuesday, August 28, 2018, with the following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller announced that Commissioner Thomas is in Harrisburg on Ziobrowski, seconded by David S. Keller; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. The minutes of the August 21, 2018 and August 23, 2018 meetings were reviewed. These will be decided upon on Thursday, August 30, 2018. The Board reviewed Agreements, Contracts and Reports. Sheriff James Brown provided information on board action item #13, software agreement with Teleosoft, Inc. He explained that it is software designed to enhance the process of sheriff sales as well as the civil process, and to aid in accounting including calculating mileage and deputy costs. This new software will replace Infocon which is an antiquated program. He continued that Teleosoft is a sole source company and they are in many other counties and sheriff offices in PA. The following items were approved today while the remaining items will be approved Thursday, August 30, 2018. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the Memorandum of Agreement between the County of Franklin and The Pennsylvania State University to provide project management training to 29 ththth participants on August 29, 30 and October 15, at a cost of $6,750.00. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved Resolution 2018-7 appointing Casey S. Bogner, Esq. to the position of Chief Public Defender. Tiffany Bloyer, Human Resources Director, and members of the Special Thanks and Recognition Committee (STAR) were present to honor the Employee of the Month for August. Charles W. Martin III has been employed with the Franklin County Human Generalist, handling the recruitment process and assisting with investigations. The selection for the August 2018 Employee of the Month was determined by the STAR Committee. There were a total of 17 nominations. The STAR nomination form asks what recent event or occurrence made you select Charles and the answers include: onsistently willing to help his co- the best he can, no matter what. He always maintains a positive attitude with newly hired employees and applicants. His cheerful attitude, outgoing personality, and enthusiasm are outstanding characteristics are attributes that have not gone unnoticed by his peers. The nomination form described him as supportive, enthusiastic and honest. Mr. Charles W. Martin III exudes a high standard of customer service, excellence, and respect to the employees and residents of Franklin County. Mr. Martin thanked the STAR committee and indicated that they are a great group to work with. He also thanked the Human Resources department and said that they deserve this more than he does for putting up Continued on page 2 professionalism and enthusiasm. Sheriff Brown said that Mr. Martin is very helpful and every time he needs something Chuck is his go to guy. Commissioner Ziobrowski said one of his favorite memories was when a picture was taken of himself and Chuck dressed as the Easter bunny and since Chuck is over 6 feet tall he is a scary Easter bunny. The Board met on the courthouse plaza to proclaim the month of September as National Recovery Month to various members of the community that deal with the impact of substance use disorders on a daily basis. April Brown, Drug & Alcohol Department Administrator, thanked the Commissioners for presenting the proclamation and helping make the community more aware of the signs of substance use disorders and to educate communities about the prevention, treatment, and recovery resources that are available. Commissioner Keller noted the improvements that have occurred in the county in the area of substance use disorder treatment since April Brown took over the Drug & Alcohol Department. He said the improvements have been the result of a team effort among law enforcement, treatment providers, county agencies, the community and others. He also noted the importance of the commissioners talking about recovery and letting people know that it's okay to be in recovery. Not helping is not an option because the cost of supporting recovery to the community is much less than doing nothing. Commissioner Ziobrowski acknowledged the presence and support of state and local officials, recovery specialists, and individuals in recovery, working together. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved Proclamation #2018 - 17 for the purpose of proclaiming the month of September as National Recovery Month and that the attached proclamation be made a part of these minutes. Mary Beth Shank, County Solicitor asked for an executive session to discuss potential litigation. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to enter an executive session at 10:11 a.m. this date for the purpose to review litigation matters. Action will be required after executive session. The Board reconvened into regular session at 10:27 a.m. Ms. Shank asked for Board approval to pursue as a class member the following two class action lawsuits: Schriber vs. Ally Financial from the Southern District of Florida to pursue compensation of fees assessed involving leased vehicles from June 2009- June 2018; and, U.S. Court of Federal Claims, Washington, D.C. for Payments in Lieu of Taxes (PILT) to recover additional funds from PILT payments for 2015, 2016 and 2017. Ms. Shank requested the motion include approval of staff to complete all necessary claim paperwork. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved both actions requested by the County Solicitor. The meeting was adjourned at 10:28 a.m. with a motion by Robert G. Ziobrowski; seconded by David S. Keller. Carrie E.
