THURSDAY, AUGUST 30, 2018
The Franklin County Commissioners met Thursday, August 30, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the August 21, 2018 and August 23, 2018
meeting.
The Board reviewed Aging Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of $31,983.00 to increase the budget for the 2017-2018
Senior Community Center Grant, which was awarded to Franklin County
Aging/Chambersburg Senior Activity Center for the installation and support of Co-Pilot
Touchscreen Systems at three senior centers.
The Board reviewed additional Aging Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of $85,630.00 to increase the budget for Human Services
Block Grant FY 2017-2018 funds being allocated to Aging. Funds will cover care
management services from increased referrals and in-home service costs for additional
consumers. Funds will be transferred to Aging through the Human Services
Development Fund (HSDF).
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the motion to issue
Notice to Proceed to C.S. Davidson for the Final Design (part 3) Phase for the
replacement of Bridge #121.
The Board reviewed Day Reporting Center matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Keystone Health to provide mental health services
for participants in the Intensive Reentry Case Management (IRCM) program at a cost of
$3,600.00, for the period of July 1, 2018 through December 31, 2018.
The Board reviewed Drug & Alcohol matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the updated contract listing
for all contracts and addendums for Fiscal Year 2017-2018 for the Drug & Alcohol
department. Contract listing is maintained for proper accounting of all contacts to
include vendor name and address, type(s) of service provided and rate(s) charged for
services.

The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and CenturyLink to
replace the Adtran Channel Service Unit (CSU) and Data Service Unit (DSU) devices
which are at end of life, at a cost of $1,442.35. CenturyLink will be implementing an IP
backbone for the ALI network and the new CISCO routers are required to interface with
the network. There is no charge for the routers but Franklin County is responsible for
shipping, installation, Smartnet and maintenance for the deployment of these routers.
The Board reviewed Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the State Food Purchase Program Expense and Data Report for
Fiscal Year 2017-2018 reporting on the different types of food South Central Community
Action Program (SCCAP) purchased for the food pantries in Franklin County. State
funds in the amount of $164,439.51 were used to purchase food supplies.
The Board reviewed additional Human Services matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Supplemental Appropriation in the amount of $119,773.00 to record the fourth shift in
funding for FY 2017-2018 within the Human Services Block Grant. Funds will be shifted
from Mental Health to the Human Services Development Fund (HSDF) to Aging for
services (adult protective services, personal care, and care management), Information
and Referral and to Drug and Alcohol for services (recovery support, case management,
intervention and outpatient services).
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote
from Dell, in the amount of $120,254.48, for the annual refresh of county computers.
Each year approximately one quarter of the county computers are replaced based on a
four year cycle. This is the largest of the four year replacement cycle and the order has
been broken down into three; this is the second of the three orders. Company is on
State contract pricing.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the Maintenance Agreement between the County of Franklin and Modern Group
Power Systems to provide
of $3,999.00, for the period of September 1, 2018 through August 31, 2020. This is
required by state regulations.
The Board reviewed Sheriff matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Software License and
Maintenance Agreements between the County of Franklin and Teleosoft, Inc. to provide

The Board reviewed Commissioners Office matters and conducted a bid opening
for the printing of ballots for the General Election. The following bidder submitted a bid:
Beidel Printing House from Shippensburg, PA bid a total amount of $18,260.25. Jean
Byers, Deputy Chief Clerk recommended awarding to Beidel and said that this is a good
price. She continued that Tom Fritz from Beidel shops around for the best paper prices
money. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to award to Beidel Printing House for a total bid of $18,260.25.
This was the only bid received.
The meeting was adjourned at 9:46 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
