THURSDAY, SEPTEMBER 6 2018
The Franklin County Commissioners met Thursday, September 6, 2018, with the
following members present: David S. Keller and Robert L. Thomas. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
Commissioner Thomas asked for everyone to remember Aubrey Frantz and her
family. Aubrey was a five year old who recently passed away.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved to adopt the agenda with the suggestion to move the proclamation to the
beginning of the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved the minutes of the August 28, 2018 and August 30, 2018 meeting.
The Board reviewed information regarding Suicide Prevention Month. Chairman
Summit Health, thanked the Commissioners for the proclamation which will help provide
more awareness of suicide. He commented that many people have been touched by
been done to make help available. He said this is a wonderful way to begin the month
on behalf of Summit and thanked the Board. Chairman Keller responded that they are
appreciative of services that Summit provides and how they partner with various county
agencies and also support Healthy Franklin County. Ann Spottswood from Summit
the Commissioners for acknowledging September as Suicide Prevention Month. Ms.
Spottswood continued that there are many who are struggling and stressed and that we
need to take care of one another. With the collective actions and coming together we
have to continue the journey of offering services and talk about this without stigma. She
even our economic well-being. Chairman Keller responded that the board recently had a
review of the PA Youth Survey results and it was brought to their attention the number of
kids who felt sad or depressed, which the proclamation points out is one of the leading
causes of death at that age. Sheri Morgan from the Mental Health Association explained
the data her organization collects and how suicides have risen since 1995. She
explained that it can be a struggle to collect data on deaths if someone goes to a facility
out of the county and they pass away there. But she does have a good relationship with
coroners and surrounding counties. Martha Nolder from Mental Health Association
thanked the Commissioners for the proclamation. She is a Peer Specialist and suicide is
an issue that comes up a lot. Cori Seilhamer, MH/IDD/ID, explained that QPR training is
being offered to County employees and other agencies and there is an event she is
having at the Greencastle High School. She recommended that everyone ask questions
if they find someone in danger and if they are not comfortable then they need to find
someone that can help. Chairman Keller read the proclamation. On a motion by Robert
L. Thomas, seconded by David S. Keller; unanimously approved Proclamation 2018-18

for the purpose of proclaiming the month of September as Suicide Prevention Month and
that the attached proclamation be made a part of these minutes. Commissioner Thomas
do. He continued that he saw a report about suicide rate with farmers and explained the
reasons why there is stress in the Ag community. Since we are #2 county in PA for
agriculture maybe we need to consider outreaching to them for services.
The Board met with the Controller Harold Wissinger for Salary Board matters.
Also in attendance was Mark Singer, Court Administrator; Dan Hoover, Chief Probation
Officer and Doug Wilburne, Deputy Chief of Adult Probation.
The Board reviewed Children & Youth matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the updated contract
listing for all contracts and addendums for Fiscal Year 2017-2018 for the Children &
Youth department. Contract listing is maintained for proper accounting of all contacts to
include vendor name and address, type(s) of service provided and rate(s) charged for
services.
The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved Supplemental
Appropriation in the amount of $100,668.00 for the newly PA Commission on Crime and
used for case management services, incentives for program participants, pro-social
activities and graduation.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by David S. Keller; unanimously approved for the
Chairman of the Board to execute the quote from Candoris for hardware purchase to
upgrade the virtual environmental storage devices at a cost of $155,225.39. This will
no longer supported.
The Board reviewed MH/IDD/EI matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the agreement between the County
of Franklin and Franklin County Human Services Division for the County to provide
Housing Trust Fund grant monies to support affordable housing efforts to Franklin
County Human Services Division in an amount of $12,078.00 for the period of January 1,
2019 through December 31, 2020.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the agreement between the County
of Franklin and PA Department of Community and Economic Development to provide
Community Development Block Grant program funds in the amount of $292,796.00 to
help pay for homeownership assistance (not direct), public services (general), street
improvements and water/sewer improvements. The contract period is August 1, 2018
through September 31, 2022.
The Board reviewed Tax Claim Bureau matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the approval to accept the
bid that was on the repository sale list made by Patrick M. Matthews to purchase a
house located at 65 South Franklin Street, Chambersburg for a bid amount of $350.00.
This property was not purchased at the Judicial Sale. Repository sales are held on
properties that are not purchased at the Judicial Sale.
