Human Services Block Grant Advisory Committee
By-Laws
1. Name: The name of this Committee shall be the Franklin County Human Services Block Grant (HSBG)
Advisory Committee.
2. Authority: The Franklin County Human Services Block Grant Advisory Committee was formed by the
Franklin County Commissioners in 2013.
3. Mission: Our mission is to assist in identifying need-based program priorities for promoting the health,
well-being, and self-sufficiency for all people in Franklin County by and through the maximization of
HSBG resources.
4. Role: The Committee is authorized to make policy and program recommendations to the Franklin
County Commissioners with regard to the Human Services Block Grant allocations, policies and
procedures, and reallocation of funding to meet the needs of Franklin County citizens.
5. Membership:
a. The Committee shall represent the demographics of the Franklin County community with
representatives of community resources and advocates as voting members.
b. The following Human Services partners shall comprise the Committee:
a. The Human Services Administrator- Ex Officio Member
b. 6 Consumer/Family Representatives from the HS Block Grant Categoricals
c. One (1) Health Planning Agency
d. One (1) Early Education Community Advocate
e. One (1) Education Community Advocate
f. One (1) representative/consumer advocate of the Criminal Justice system
g. One (1) representative/consumer advocate of the Faith-Based Community.
h. One (1) Business Sector Representative
c. In selecting members for nomination to the HSBG Advisory Committee , individuals
representative of underrepresented populations will be encouraged to become candidates for
nomination to the HSBG Committee.
d. Franklin County Grants Management, County HSBG recipients and/or delegated Franklin
County staff, and auxiliary Human Services programs will attend to provide input and
information to the Committee.
6. Appointment: Members of the Committee shall be appointed by the Franklin County
Commissioners. A slate of nominees shall be presented to the County Commissioners for
appointment/re-appointment to the Committee by the Chair.
7. Chair: The Human Services Administrator (HSA) will serve as the Chair of the Committee. In the
event that the HSA is unable to attend a meeting, he/she will delegate a Committee member to
act as the Chair for that meeting.
8. Terms: A Committee member’s initial term will be for a 2-year period. The individual may serve
two (2) additional 2-year terms at the discretion of the Committee. No Committee member shall
serve more than three (3) consecutive terms or six (6) consecutive years.
9. Termination of a Member:
a. The Franklin County Commissioners may remove a member when it determines that it is in the best
Interest of the HSBG Committee or the county to do so. All HSBG Advisory Committee members serve
at the pleasure of the Franklin County Commissioners. The Franklin County Commissioners may remove
a Committee Member on its own motion or upon the recommendation of the HSBG Committee. If the
HSBG Committee determines by a majority vote that a member should be removed for cause; the chair
of the Committee shall report that recommendation to the Franklin County Commissioners for its
consideration.
b. In the event a current Committee Member is unable to complete their term, they will submit a
resignation in writing and present it to the Committee Chair. The Committee Chair will forward a copy
of the resignation to the Franklin County Commissioners.
10. Meetings and Quorum:
a. Unless circumstances require otherwise, regular meetings of the Committee will take
place no less than seven times per year including mandated public hearings.
b. In the event that a Committee member cannot attend a meeting in person, they may attend via
telephone or other electronic medium.
c. Special meetings of the Committee will be scheduled as necessary; and a special meeting of the
Committee may substitute for a regular meeting of the Committee in any given month.
d. Members shall be given reasonable notice of both regular and special meetings by first-class or intra-
County mail, by telephone, telefax, or by electronic e-mail. A member of the Committee or Committee
staff will be assigned responsibility for recording the minutes of all meetings of the Committee.
e. A quorum for the purpose of conducting general business or call for a vote shall be one half of the
membership plus one, of the Committee.
11. Agenda: Meeting agendas shall include the following items: Approval of minutes, committee
Reports, Human Service program reports, Financial Report, and items for Committee action. The
Specific meeting agenda will be made available publically via County Website and social media 10
business days prior to the meeting.
12. Voting:
a. Voting members of the Committee are entitled to one vote.
b. In the event of a failure to find consensus in the vote, the Human Services Administrator’s vote will
serve as the tie-breaking vote.
c. Committee members may, in appropriate circumstances, assign another voting member to cast the
Committee member’s vote in their absence. The proxy must be given in writing and presented to the
Chair (or their designee) at the beginning of the meeting. No email or fax proxy will be accepted. The
proxy should be signed and dated. The Proxy vote directive will terminate at the end of meeting.
d. An electronic vote may be utilized to address business issues which may arise between meetings. The
request for a vote will be cast by e-mail with members returning their vote to the HSA Chair or delegated
representative. E-mail votes information will be retained for ratification at the next regularly scheduled
Committee meeting. E-mail votes will be sent to the HSA Chair or designee only and not “Reply all”.
Questions regarding the items being voted on should be sent “Reply all”.
13. Meeting Documentation: All of the Committee’s as well as its subcommittees’ meetings shall be
documented either in the form of meeting minutes or meeting summaries. The meeting documents will be
made available by request.
14. Formation of Subcommittees: Sub committees will be created or dissolved at the recommendation of the
Chair.
15. Public Input: Input from the public shall be submitted to the HSBG Advisory Committee Chair at
least three (3) business days (72 hours) prior to the scheduled meeting. Input shall be submitted
by mail to:

Additional HSBG providers/recipients are welcome to attend as members of the public.
16. Conflict of Interest:
a. All HSBG Advisory Committee members are expected to declare a conflict of interest prior to
consideration of any matter causing a perceived or actual conflict of interest.
b. All HSBG Advisory Committee members will sign an annual Conflict of Interest Statement.
c. In the event that a conflict of interest arises in the course of a meeting, the individual with the
conflict will recuse themselves from the voting process.
