HomeMy WebLinkAbout2018-10-30 Commissioner Minutes TUESDAY, OCTOBER 30, 2018 The Franklin County Commissioners met Tuesday, October 30, 2018, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller asked the audience to remember the victims of the shooting in Pittsburgh and their families and friends. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. The minutes of the October 23, 2018 and October 25, 2018 meetings were reviewed. These will be decided upon on Thursday, November 1, 2018. The Board reviewed Agreements, Contracts and Reports. The items will be approved Thursday, November 1, 2018. Charles Martin, Human Resources Generalist, and members of the Special Thanks and Recognition Committee (STAR) were present to honor the Employee of the Month for October. Ms. Courtney Shippey has been employed with the Franklin County Adult Probation Department since February 2017. She serves as an Adult Probation Officer II. The selection for the October 2018 Employee of the Month was determined by the STAR Committee. There were a total of 20 nominations. The STAR nomination form asks what recent event or occurrence made you select Courtney and the answers remnants of Hurricane Florence. Officer Shippey was conducting fieldwork with another Officer during some pretty awful weather. During the course of their activities, Officer Shippey and the other Officer came across an individual whom had fallen and injured themselves, lying in the roadway. Without question, Officer Shippey rendered aid to the individual until EMS arrived. Without the assistance of Officer Shippey, the life-altering at makes Officer Shippey eligible for the Employee of the Month. She is always willing and able to help the citizens and her fellow co-workers. Her indefatigable energy is extremely lls to resolve life- Shippey expresses a genuine solicitous nature toward their problems. Officer Shippey is characteristics are attributes that have not gone unnoticed by her peers. The nomination forms described her as courageous, reliable and having integrity; especially in an instance with poor weather conditions. When others just drov whether as a friend or co-r. Martin noted that we are grateful to Officer Courtney Shippey as she exudes a high standard of customer service, excellence, and respect to the employees and residents of Franklin County. Ms. Shippey thanked everyone for the award. She wanted to recognize Officer Jeffery Mills who she was working with that day when they stopped to help the elderly woman. Chairman -to-day activities focus on the needs of court and individuals under her supervision. County administration appreciates what she does on a daily basis and looking after the needs of others not under her supervision. He said this says a lot about her and he appreciates that. Chief Dan Hoover was happy to come out and celebrate recognizing one of his officers that does something that goes above and beyond. Chief Hoover noted that this is an example of her dedication. Continued on page 2 Commissioner Thomas said that one never knows what they are going to do when a crisis is presented to them. She did what she needed to do. He continued that this speaks volumes for her and her family. Her father, Mr. Kane, who is a State Police Commander, was in attendance and he said he is very proud. Commissioner Ziobrowski commented that to add to what Commissioner Thomas said, she is truly a good Samaritan and makes them proud. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to enter an executive session at 9:45 a.m. this date for the purpose to review potential litigation matters. The Board reconvened into regular session at 9:56 a.m. Mary Beth Shank, County Solicitor, presented an Agreement and Mutual Limited Release between Franklin County and Avanco International, Inc., pertaining to the Child Accounting Profile System agreement, Avanco will be remitting $7,802.08 on behalf of the County to the County Commissioners Association of Pennsylvania, for costs incurred by CCAP on behalf of the County to resolve a contractual dispute. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved this agreement. for the leasing of Farm Real Estate on Franklin Farm Lane. The following bidder submitted a bid: Derwood Martin/DBA Clearview Farm from Shippensburg in the amount of $1,470 per month. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to award to Derwood Martin for a total bid of $1,470.00 per month. This was the only bid received. The Planning Office held a public hearing for the Community Development Block Grant (CDBG) Program to provide information on the applications and to provide recommendations. Phil Tarquino, Planning Director, explained that applications to the Community Development Block Grant must meet one of the following national objectives: Low to moderate income; slum/blight or urgent need. He explained the total amount received is $348,759.00 with administration cost of $62,776.00. The total to be distributed will be $285,983.00. The following applications were submitted for consideration: Indian Lake Camp Corporation requesting $179,000 to be used to construct a new water treatment facility that will include the well pump and controls, chemical feed equipment, metering and related facilities; Quincy Township requesting $120,156 to be used to extend a water line north on Tomstown Road 960 feet from the Mentzer Gap intersection to serve nine households; and Tharp Community Development, LLC, requesting $225,000. Mr. Tarquino informed the Board that he explained to Tharp Community Development that since their project is In the Borough of Chambersburg that they are not eligible for county CDBG funds and therefore they would have to submit an application to the Borough for consideration in the CDBG program according to state and federal CDBG guidelines. Mr. Tarquino is recommending providing $171,018 to Indian Lake Camp Corporation and $114,965 to Quincy Township but no approval is needed by the Board today. Chairman Keller asked if there were any public comments and Kim Wertz asked with these two projects how much of the money would be left over and how much time they have to spend the funds. Mr. Tarquino responded that there will be no money left over and the organizations have four years from the time the contracts are finalized to complete the projects. Mr. Tarquino said that there were two public hearings prior to this public hearing. He will ask for approval to adopt a budget and he will then submit an application to PA Department of Community and Economic Development (DCED) at a later date.
