THURSDAY, NOVEMBER 29, 2018
The Franklin County Commissioners met Thursday, November 29, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the November 20, 2018 meeting.
The Board reviewed Adult Probation matters. Chief Probation Officer Dan
Hoover explained that several years ago data management software was being phased
out and at the time CCAP was recommending UCM so APO decided to go with UCM but
it was a band aid fix at the time. There are other programs that are more efficient which
is the reason for moving to BTM Software Solutions. He continued that APO is
transitioning to this company and will go live first week in January. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Scope of Work from BTM Software Solutions and Corrections Development Inc., (CDI)
for a case management system to replace the current UCM system, at a cost of
$14,070.00 per year, with automatic renewal every January. This system is more user
friendly and is more accommodating to a mobile platform.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement and Notice to Proceed between the County of
Franklin and William Orr & Sons, Inc. to perform Guide Rail Improvements as part of the
2018 Bridge Maintenance Program at a cost $187,634.70.

Notice of Award, Agreement and Notice to Proceed to Long Fence Company, Inc. for the
Franklin County Judicial Center Construction Fence for a bid amount of $20,975.00.
The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the grant application to the Pennsylvania Department of Aging in the
amount of $11,898.00 to provide 10 sessions of Arts Education provided by Danza
Antiqua at Tuscarora, Greencastle, Waynesboro and Chambersburg Senior Activity
Centers, one planning session with Aging Staff and planting of 6 dwarf trees at the
Greencastle Senior Activity Center, with a term of April 1, 2019 through March 31, 2020.
The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the amendment #3 to the
agreement between the County of Franklin and Pyramid Health Care (dated April 25,
2018) to provide services for the Jail to Community Treatment Program to extend the
contract term through November 30, 2018. All other terms and conditions of the original
agreement will remain in full force and effect.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
proposal from Global Data in the amount of $6,413.79 and Quote from All Campus
security in the amount of $19,492.11 to replace four faulty security cameras and add
eleven security cameras to the Ag Heritage Building, Ag Extension Building and Building
3, all located on Franklin Farm Lane for a total project cost of $25,905.90. Costs will be
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the amendments to the 2014
and 2015 Tourism and Quality of Life Enhancement Grants between the County of
Franklin and Mercersburg Area Council for Wellness, Inc. to extend the current
agreements through December 31, 2019. All other terms of the original agreements will
remain in full force and effect.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the proposal from Compliance Management International (CMI) to
perform a Hazardous Material Inspection at 168 Lincoln Way East in Chambersburg, at
a cost of $2,980.00.
In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer and
Associates notified the County of a Pennsylvania Department of Environmental
Protection General NPDES permit application being applied by Red Roof 4 for storage
units, located Washington Township.
Tiffany Bloyer, Human Resources Director and members of the Special Thanks
and Recognition Committee (STAR) were present to honor the Employee of the Month
for November. Mr. Brian Smith works in the Franklin County Adult Probation Office
(APO) as a full time Adult Probation Officer II. He has been employed with APO since
May of 2017. The selection for the November 2018 Employee of the Month was
determined by the STAR Committee based on the numerous nominations Brian
received. There were a total of 17 people nominated. The STAR nomination form asks
what recent event or occurrence made you select Mr. Brian Smith and all of the
nominations submitted referred to a life-

Adult Probation Officers Brian Smith and Brooke Alleman tracked down the offender
after corroborating that he was inside the residence with bystanders. On the second
Alleman and Smith that the offender was locked in his room and she believed he was
likely using drugs at that time. When the Officers got to the room, the offender was
standing in the doorway and was taken into custody. Moments later, the offender
became unresponsive. Officer Brian Smith quickly recognized the situation and
administered Narcan. An ambulance was called and advised of the situation. The first
dose of Narcan had no effect on the offender. Therefore, Officer Smith administered a
second dose of Narcan. Meanwhile Officer Alleman performed a sternum rub. Moments
later, the offender began to breathe again. EMS arrived on the scene and transported
the offender to the hospital. At the hospital, the offender admitted to the officers he had
snorted all of the heroin he had in his possession. Based on this situation, had Officer
Smith not administered both doses of Narcan, the offender most likely would have died.
We are grateful to Mr. Brian Smith as he exudes a high standard of customer service,

excellence and respect to the employees and residents of Franklin County. Chairman

10 years and also an EMT so he has been trained on Narcan but this was his first time
actually administering Narcan. Commissioner Ziobrowski said that his adrenalin flow
must have been extraordinary and asked how he went to sleep that night. Mr. Smith
responded that he was nervous but he was told by Ms. Alleman that she was amazed at
how calm he was. Commissioner Thomas commended Mr. Smith for his composure
under pressure.
The meeting was adjourned at 9:55 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
