HomeMy WebLinkAbout2018-12-06 Commissioner Minutes THURSDAY, DECEMBER 6, 2018 The Franklin County Commissioners met Thursday, December 6, 2018, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the November 27, 2018 and November 29, 2018 meeting. The Board reviewed Courts matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contracts between the County of Franklin and Law Office of Taccino Law; Law Office of Eric Weisbrod; and Kulla, Barkdoll & Stewart, P.C. to perform the duties of conflicts attorney for Franklin County at a starting rate of $60,862.68. The rate will increase 2% each year with a rate of $62,079.93 for the year 2020 and a rate of $63,321.53 for the year 2021. Printing costs not to exceed $100.00, per case, will be reimbursed to the contractor. Printing costs over $100.00, per case, will require a Court Order. In cases which go to trial, the Contractor will be paid at the rate of $80.00 per hour including all time after the pre-trial conference with the Court. This contract is for the period of January 1, 2019 through December 31, 2021. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Statewide Interconnectivity Funding Grant Agreement from Commonwealth of PA/PA Emergency Management Agency. Funds in the amount of $154,859.32 will be put towards the South Central Intercounty Communications Network (SCICNet) Maintenance Project. Adams, Dauphin and Franklin Counties have each adopted ordinances and a formal governance charter to establish the SCICNet, which established a regional radio system with increased resiliency and redundancy while reducing the overall cost of ownership and fund the lease payment and annual maintenance for shared components required. The Board reviewed Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Letter of Agreement between the County of Franklin and including biometric screenings for any benefit-eligible County employee. Summit agrees to provide web-based portal screenings, and collections may be done at any Summit Lab. Reports of Glucose, HDL, LDL, triglyceride panels at $55 per person; $10 submission fee per person for previously completed labs; 1 time $200 administrative fee. Summit will also provide displays at various Wellness Fairs and events throughout the year. This agreement is for the period of August 1, 2018 through December 31, 2018. Continued on page 2 The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Peters Township to award $25,259.00 from the Franklin County Grant funds will be used to reconstruct bastions at the historic Fort Loudon, for the period of December 6, 2018 through December 31, 2019. The Board reviewed additional Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Waynesboro Area Industrial Heritage Trust to award $941.00 from the Franklin County Tourism and Quality of Life Enhancement Grant, and software updates, for the period of December 6, 2018 through December 31, 2019. The Board reviewed Purchasing/Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Pennsylvania Turnpike Commission for Children and Youth Services to be able to use E-ZPass on the PA turnpike. Tolls charged through the E-ZPass system are less than when paying with cash. It also saves money by not needing to prepare, approve, process, and pay employees' expense reimbursements if they paid out of pocket. The Board reviewed Purchasing/Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Pennsylvania Turnpike Commission for Juvenile Probation to be able to use E-ZPass on the PA turnpike. It also saves money by not needing to prepare, approve, process, and pay employees' expense reimbursements if they paid out of pocket. The Board reviewed Tax Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Printaway for printing and postage for tax collector envelopes at a cost of $35,383.35, $33,482.35 will need paid upfront for postage. The county will be reimbursed, in the amount of $12,929.36, by the townships and boroughs. Quotes were requested, two vendors responded, and this was the lowest qualified quote. In accordance with PA Acts 14, 67, 68 and 127 notifications, SCS Engineers notified the County of a Pennsylvania Department of Environmental Protection Air Quality Program renewal permit being applied by Blue Ridge Landfill for installation of an additional LFG flare to provide additional LFG control capacity on property located in Greene Township. The Board met with Tiffany Bloyer, Human Resources Director, and the Controller Harold Wissinger for Salary Board matters. Also in attendance was Sheriff James Brown, Doug Wilburne, Deputy Chief, and Casey Bogner, Chief Public Defender. Continued on page 3 The meeting was adjourned at 9:56 a.m. with a motion by Robert L.
