TUESDAY, DECEMBER 18, 2018
The Franklin County Commissioners met Tuesday, December 18, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the December 11, 2018 and December 13, 2018 meetings were
reviewed. These will be decided upon on Thursday, December 20, 2018.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked where the Department of Corrections is with approving the funds for
board action #5 for services for the Jail to Community Treatment Program. Glenda
signed the MOU with PCCD to manage the grant but details are still being worked out.
keep this program moving because it is one of the most successful programs in the
country. Commissioner Thomas noted the bridge encumbrance for Bridge #130 and that
map and found out that Falling Spring converges with the Conococheague Creek. The
following items were approved today while the remaining items will be approved

The Board reviewed On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and C.S. Davidson
to provide unanticipated construction inspection services for Bridge 84&84a project, in
the amount of $8,089.25.
The Board reviewed Grants/CJAB matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved amendment No. 4 to
the agreement between the County of Franklin and Keystone Rural Health Center (dated
April 25, 2018) to provide services for the Jail to Community Treatment Program to
extend the contract through December 31, 2018. All other terms and conditions of the
original contract will remain in full force and effect.
Sarah Hamel, Wellness Coordinator, was present to provide a fundraising check
explained that she solicited participation from all the county offices and had 14
participants who submitted before and after pictures. They raised $870 this year, $515
in 2017 and $185 in 2016 so the donations have grown. They submitted before and
after pictures and Ms. Hamel explained the baby face category and habitual hairiness
category that the participants could participate in. Charles Martin from Human
Resources raised $346 and Jason Miller from Emergency Services raised $100 and both
were present for the presentation to show their support of the fundraiser. Beth Stephey
and Janet Daniels from Summit were present to receive the funds. Ms. Stephey said
Ms. Daniels helps a lot of people through the year. Ms. Daniels explained that the funds
raised help with gas cards, groceries, pharmacy vouchers for prescription medications
and other types of emergency assistance with 100% of the money directly helping
patients. She explained that employees donate through payroll deductions; they also

have other fundraisers that include a paint night and a golf classic. Ms. Stephey
explained that they found there were patients that were falling through the cracks but did
not qualify for charity so Janet approached her and asked to start this fund. This fund
has been crucial to a lot of their patients. Chairman Keller wanted to thank Sarah for her
continued leadership and Chuck, Jason and Tiffany and all others who go above the call.
He is also grateful for Summit and thanked them for starting this fund.
The meeting was adjourned at 9:53 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
