The Franklin County Commissioners met Tuesday, January 22, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the January 15, 2019 and January 17, 2019 meetings were
reviewed. These will be decided upon on Thursday, January 24, 2019.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked for a brief explanation of board action item #7, agreement with Gallagher
Benefit Services, Inc. Tiffany Bloyer, Human Resources Director, explained that the
County has had an insurance broker for seven years. She continued that the county
uses brokerage for all voluntary benefits for employees and Gallagher will even work
with staff to help with the Wellness Program. The following items were approved today
while the remaining items will be approved Thursday, January 24, 2019.
The Board reviewed ITS matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to
execute the amendment to the agreement executed on December 4, 2018 between the
County of Franklin and Comcast to move voice services at the Greencastle Magisterial
District Judge Office from CenturyLink to Comcast Business services. This amendment
is to increase the amount by $2 a month due to a Comcast error in quoting the service
needed. The new monthly amount will be $216.70.
The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the application to PA
Department of Community and Economic Development (DCED) for the 2018 Community
Development Block Grant (CDBG) funds and resolution authorizing the submission of
the grant application. A public hearing was held in October 2018 during a
Commissioners meeting where information on this application was presented to the
Board.
The meeting was adjourned at 9:38 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
