The Franklin County Commissioners met Thursday, January 24, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the minutes of the January 15, 2019 and January 17, 2019
meeting.
The Board reviewed Children and Youth matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the list of
Subsidized Adoption Assistance Agreements on behalf of the Franklin County Children
and Youth Department to provide a subsidy to adoptive parents to be used for adoptive
children, for the period of October 1, 2018 through December 31, 2018. Contract listing
is maintained for proper accounting of all contracts.
The Board reviewed Grants/CJAB matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved amendment No. 5 to
the agreement between the County of Franklin and Keystone Rural Health Center (dated
April 25, 2018) to provide services for the Jail to Community Treatment Program to
extend the contract through January 31, 2019. All other terms and conditions of the
original contract will remain in full force and effect.
The Board reviewed additional Grants/CJAB matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and Noah's House to provide substance use recovery
housing services for Good Wolf Treatment Court for an amount of $1,800.00 for the
period of October 1, 2017 through September 30, 2020.
The Board reviewed additional Grants/CJAB matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and Pyramid Healthcare, Inc. to provide substance
abuse treatment services to participants of the Good Wolf Treatment Court for an
amount of $19,575.00 for the period of October 1, 2017 through September 30, 2020.
The Board reviewed additional Grants/CJAB matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved amendment No. 5 to
the agreement between the County of Franklin and Pyramid Healthcare, Inc. (dated April
25, 2018) to provide services for the Jail to Community Treatment Program to extend the
contract through January 31, 2019. All other terms and conditions of the original
contract will remain in full force and effect.

The Board reviewed additional Grants/CJAB matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and Waynesboro New Hope Shelter to provide
substance abuse recovery housing services for female participants of the Good Wolf
Treatment Court for an amount of $900.00 for the period of October 1, 2017 through
September 30, 2020.
The Board reviewed Human Resources matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and Gallagher Benefit Services, Inc. to evaluate scope
of benefits, plan design, contracts, procedures, help identify goals, analyze costs, and
review current and alternative funding options. Also to review claims reports, utilization,
plan trends. Manage renewal process and control costs. Identify opportunities to
streamline procedures and business objectives impacting benefits. Assist with wellness
program, COBRA, FMLA, HIPAA compliance, and other Federal legislation. Provide
annual open enrollment guidance and employee meeting materials. This agreement is
at a cost of $78,750.00 for the period of January 1, 2019 through December 31, 2021.
The meeting was adjourned at 9:45 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
