The Franklin County Commissioners met Thursday, February 21, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There were no public comments.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the February 12, 2019 and February 14, 2019
meeting.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute change order #1 from Lycoming Supply, Inc. for the demolition
project to include abatement and disposal of 220 LF of additional pipe wrap for an
additional cost of $4,200.00 and Change Order #2 from Lycoming Supply, Inc. to include
additional concrete removal, hammering concrete and disposing off site for an additional
cost of $3,480.00. The new contract sum including these change orders will change to
$1,276,608.00.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the lease
agreement between the County of Franklin and John L. Hockensmith, Jr. for rental of
Magisterial District Judge Rock's office space at 2038 Lincoln Way East, Chambersburg
at a cost of $4,982.00 per month for the period of May 1, 2019 through April 30, 2020.
The agreement will automatically renew for four additional one year terms with a 3%
increase each year.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 9-1-1 Inter -
County Call Handling Agreement between the County of Franklin and County of Adams
to formalize an arrangement whereby 9-1-1 calls are properly routed due to having
telephone exchanges within Franklin that serve geographical areas of both counties.
This cost of this agreement will be split equally at $1,349.76 per year between Adams
and Franklin, via a yearly invoice from Adams County to Franklin County.
The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the amendment No. 6 to the
agreement between the County of Franklin and Keystone Rural Health Center (dated
April 25, 2018) to provide services for the Jail to Community Treatment Program to
extend the contract through February 28, 2019. All other terms and conditions of the
original contract will remain in full force and effect.

The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the collective
bargaining agreement between the County of Franklin and General Teamsters, and
Allied Workers Local 992, effective January 1, 2019 through December 31, 2022.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the agreement between the County of
Franklin and Power DMS to provide a document management system that provides a
service for maintaining electronic policies, procedures and standards at a cost of
$10,206.92 for the period of April 19, 2019 through April 12, 2020. This includes PA
Title 37, PREA and other state title regulations.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Valley Community Housing Corporation to provide Housing Trust
Fund Grant money in the amount of $60,000.00 payable in three annual awards of
$20,000.00. These funds shall be used for the Parkview Corner Affordable Senior
Housing Project in the Borough of Chambersburg. This agreement is for the period of
February 21, 2019 through December 31, 2021.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Scott Kiskaddon
notified the County of a Pennsylvania Department of Environmental Protection NPDES
permit application being applied to build a 3 layer barn due to increase in animal
numbers will make the operation a CAFO on property located in Lurgan Township.
The Franklin County Archives Facility - Phase I Bid scheduled for today has been
rescheduled to Tuesday, February 26th at 10:15 AM. Rescheduling is necessary due to
postponing the bid due date from Wednesday, February 20, 2019 to 4 p.m. on Friday,
February 22, 2019 because of inclement weather Wednesday.
The meeting was adjourned at 9:43 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
