The Franklin County Commissioners met Tuesday, February 19, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas; seconded by David S. Keller; unanimously
approved to adopt the agenda.
Kim Wertz from Chambersburg provided public comment and asked when
demolition will start and how they will bring the buildings down. Ms. Wertz also asked for
more information about the Emergency Services agreement with Adams County.
The Board was asked to approve a special voucher. Carrie Gray, County
Administrator, explained that the voucher is a settlement check for acquisition of the Elks
property to enhance the Courthouse Facility Project. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the voucher that was presented
and ordered paid.
The minutes of the February 12, 2019 and February 14, 2019 meetings were
reviewed. These will be decided upon on Thursday, February 21, 2019.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked Ms. Gray to explain the demolition question from Ms. Wertz. Ms. Gray
explained that the demolition has started and that Lighten Up Chambersburg and Sheetz
buildings are down. Demolition of the Commissioners complex is coming down slowly
and they are moving from back to front of the building and dismantling it brick by brick in
order to protect the old courthouse. Chairman Keller explained the Emergency Services
agreement with Adams County is needed due to some residents' calls who live in
Franklin County go to Adams County because they are closer to their call center. Ms.
Gray explained that Power DMS tracks policies to make sure the appropriate staff
reviews and acknowledges them. It also tracks policies when making changes. This will
make the process of policy revision and distribution more efficient. The following item
was approved today while the remaining items will be approved Thursday, February 21,
2019.
The Board reviewed Commissioners' Office matters. On a motion by Robert L.
Thomas; seconded by David S. Keller; unanimously approved Resolution #2019-07 and
Acceptance of the Commonwealth of Pennsylvania Redevelopment Assistance Capital
Projects (RACP) grant in the amount of $1,000,000.00 to be used for demolition and
associated site preparation costs for the Franklin County Court Complex project. The
County will provide a match of $395,821.00 matching fund.
On a motion by Robert L. Thomas; seconded by David S. Keller; unanimously
approved to enter an executive session at 9:49 a.m. this date for the purpose to review
real estate matters. The Board reconvened into regular session at 10:10 a.m. No action
was required after executive session.
The Board held a Retirement Board meeting.
Commissioner Ziobrowski entered the meeting at 1:55 PM.

Michael Shone, Marquette Associates President, participated by phone with the
Board to provide a report of the Franklin County Other Post -Employment Benefits
(OPEB) Fund.
The meeting was adjourned at 2:25 p.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
