The Franklin County Commissioners met Thursday, February 28, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the February 19, 2019 and February 21, 2019
meeting.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the proposal from Millennium Communications Group, Inc. to
provide engineering and consulting services for the archives building data center design
at a cost of $37,215.00.
The Board reviewed Drug & Alcohol matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the FY 2018-19 contract
listing for Drug & Alcohol. Contract listings are maintained for proper accounting of all
contracts to include vendor name and address, type(s) of services and rate(s) charged
for services.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the grant agreement between the County of Franklin and
Pennsylvania Emergency Management Agency in the amount of $42,558.55, for the
Emergency Management Performance Grant (EMPG), for the period of October 1, 2018
through September 30, 2019. This will reimburse the county up to 50% of salary and
benefits of the EMA Coordinator.
The Board reviewed Grants Management/CJAB matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the application to
PA Commission on Crime and Delinquency (PCCD) to continue the Jail to Community
Treatment Program which provides 12 weeks of intensive outpatient treatment, using
community providers for continuity of care upon release/ Each individual will receive 2
injections of Vivitrol prior to release. The application is requesting an amount of
$125,000.00 for the period of July 1, 2019 through June 30, 2021.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the renewal maintenance agreement between the
County of Franklin and SADA Systems, Inc. for continued use of Google Apps for
business licenses that covers email, instant messaging, calendaring, cloud storage, etc.
at a cost of $93,360.00, for the period of March 16, 2019 through March 15, 2020.

In accordance with PA Acts 14, 67, 68 and 127 notifications, Osman
Environmental Solutions, LLC notified the County of a Pennsylvania Department of
Environmental Protection Air Quality Program renewal permit being applied on behalf of
Knouse Foods Cooperative, Inc. to reauthorize operations for another 5 year period.
The facility is located in the Borough of Chambersburg.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Red Barn
Consulting, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES permit application being applied by Mercer Vu Farms, Inc. for
discharges of stormwater associated with construction of a gravel farm lane on property
located in Mercersburg.
In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer &
Associates notified the County of a Pennsylvania Department of Environmental
Protection NPDES permit application being applied by Red Roof 4 for discharges of
stormwater associated with construction of a storage building on property located in
Washington Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Skelly and Loy
notified the County of a Pennsylvania Department of Environmental Protection Chapter
105 General permit #5 application being applied by Mid -Atlantic Interstate Transmission
(MAIT) for the Roxbury -fiber backbone ADSS line expansion project on property located
in Southampton Township.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved revising the appointment of Lousia Cowles to the Franklin County
Housing Authority Board for a term of June 1, 2018 through May 31, 2023. This is a
correction to action taken on June 21, 2018.
This was the date to award or reject the bids for the Franklin County Archives
Facility - Phase I Project. John Hart, Project Manager, participated by phone. He
explained that the Board opened the bids on Tuesday, February 26th and received four
general contractor bids and three each for electrical and mechanical bids. He continued
that staff reviewed the bids and are confident of the apparent lowest bidders. However,
they are continuing discussions about the alternate bids so they need additional
investigation. They need to review whether we need them and if want to accomplish
what we need with the mobile storage units. Mr. Hart is asking to postpone the bids to
next Thursday. He said the bids came in very well and within the construction budget.
Commissioner Thomas asked for more clarification on mechanical shelving vs. electrical
shelving. Mr. Hart will provide this information next week. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved to reschedule the
award/reject to Thursday, March 7, 2019 at 9:40 a.m.
