HomeMy WebLinkAbout2019-03-14 Commissioner MinutesTHURSDAY, MARCH 14, 2019 The Franklin County Commissioners met Thursday, March 14, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the March 5, 2019 and March 7, 2019 meeting The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the FY 2018-19 contract listing for Children & Youth. Contract listings are maintained for proper accounting of all contracts to include vendor name and address, type(s) of services and rate(s) charged for services. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute amendment #2 to the lease agreement at 340 North Second Street, Chambersburg with B.developed, LLC to include additional paving work at an additional cost of $16,964.50. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Day Reporting Center matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Peerstar, LLC to provide peer mentoring services provided to the Case Assisted Re -Entry Program participants and to individuals incarcerated at the Franklin County Jail. Agreement is for the amount of $14,000.00 for the period of January 1, 2019 through December 31, 2019. The Board reviewed Elections matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Zody's Moving and Storage, Inc. for delivery and pickup of election equipment and supplies. This agreement is based on man hours but averages $10,000 - $11,000 per election. This contract is for a three year period and includes both elections in 2019, 2020 and 2021. The Board reviewed Information Technology Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the renewal maintenance agreement between the County of Franklin and SADA Systems, Inc. for support to the Google Gmail Suite as well as the applications that allow it to interface with our directory services at a cost of $1,890.00, for the period of March 21, 2019 through March 21, 2020. Continued on page 2 The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the addendum #8 to the original agreement between the County of Franklin and PrimeCare Medical, Inc.to increase medical services at the jail by 1.7% for a cost of $148,480.02 per month, for the period of January 1, 2019 through December 31, 2019. This amendment will not increase the catastrophic fund of $11,000 per month. The total compensation for medical services will be $1,781,760.18. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from Summit Food Service, LLC to provide food service for the Jail's inmate population and staff at an average cost of $936,619.20 yearly (depending on population) for the period of April 1, 2019 through December 31, 2021 with the option to extend two, one year extensions. In accordance with PA Acts 14, 67, 68 and 127 notifications, Rettew notified the County of a Pennsylvania Department of Environmental Protection General Permit Application #11 & 14 being applied by PennDOT Engineering District 8-0 for roadway upgrades on property located in Greene Township. The Board reviewed Personnel matters. Carrie Gray, County Administrator, explained these revisions are needed to reflect the skills and duties of the position currently. She explained further the Planning Director position description has not been updated since 2000 and the Telecom municator Trainer position needed to have the certifications updated. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised Planning Director position description in the Planning Office and Telecom municator Trainer position description in the Department of Emergency Services.
