The Franklin County Commissioners met Tuesday, March 12, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the March 5, 2019 and March 7, 2019 meetings were reviewed.
These will be decided upon on Thursday, March 14, 2019.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked Glenda Helman, Grants Manager, for more explanation on board action
#5, grant application to PCCD to fund a new position. Ms. Helman explained that the
Children Advocacy Center (CAC) is requesting this position due to a heavy load of
referrals coming into the CAC, which are about 300 children a year. This position will
take the referrals and walk the families through the proper process and get them to the
necessary services. It will be more efficient and everyone will have the same starting
point. Commissioner Ziobrowski asked if other counties have utilized our CAC. Ms.
Helman responded that Adams, Cumberland and Perry occasionally use our services
and they pay fees for services they use. Warden Bill Bechtold explained board action
item #8, food service contract. He explained that they are struggling with our current
food service provider so the Jail moved to terminate their contract effective at the end of
this month. They put the food service contract to bid and received two bids. Summit is
the recommended vendor based on the bid criteria and evaluation. The Warden said the
cost per meal is $1.76 per meal which is an increase but this price includes maintenance
and equipment costs. The Warden also provided information on the contract with
PrimeCare Medical. He explained that the Jail's biggest liability is medical care which
can run into millions of dollars. The Warden explained that the Jail gets inmates that are
extremely ill and medically fragile. They get the proper medical treatment and care while
incarcerated. He said the Franklin County Jail's collaboration with PrimeCare is being
recognized nationally for the Medically Assisted Treatment Program and they are even
used as a model in the state. For example they transport inmates for vivitrol treatment
before they are released so that they are familiar of where the facility is when they are
released. PrimeCare provides both inmate medical services as well as expenses
associated with lawsuits. He continued that inmates are not afraid to sue the County for
frivolous reasons. The following item was approved today while the remaining items will
be approved Thursday, March 14, 2019.
The Board reviewed Grants Management matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the grant application
to PA Commission on Crime and Delinquency requesting a grant amount of $67,744.00
to fund the creation of the position of Intake Coordinator. This position would be
responsible for receiving, managing and coordinating all referrals for services made to
the Children's Advocacy Center. The CAC will be responsible for the hiring and
supervision of staff for this position. The grant would provide $33,002.00 for 60% of
salary and fringe benefits and $1,740.00 for a computer and desk the first year and
$33,002 for 60% of salary and fringe benefits for the second year. The grant period
would be July 1, 2019 through June 30, 2021.

On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 9:50 a.m. this date for the
purpose to review real estate matters. No action will be required after the executive
session. The Board reconvened into regular session at 10:10 a.m.
The meeting was adjourned at 10:11 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
