Stacey Brookens, MH/IDD/EI Administrator, started on February 21, 2019. Provider Announcements & Updates » TrueNorth Wellness Services A handout was provided with information on TrueNorth’s Peer Support Program. The program is accepting referrals. It is currently for adults only. However, TrueNorth will be providing Peer Support for youth whenever they hire staff trained to provide the service. If anyone needs more information, please contact Erin Glenn or Kelsey Hawbaker. For Mental Health month (May), TrueNorth will be hosting events that bring attention to MH. There will be an open house on May 2nd from 4:00 p.m. – 7:00 p.m. to celebrate the purchase of the McConnellsburg building as well as show off the other side of the building. TrueNorth is looking for community input on what they would like to see in this space. In addition, there will be three (3) mini sessions throughout the month. These themes will be: 1) tidying up and how organizing can help one’s mental health; 2) family themed; and 3) not fully determined at this time but will have a training component. TrueNorth is looking to find something that engages more men. If anyone has any ideas, please contact TrueNorth. Once all details are worked out, information will be sent out. » Service Access & Management Franklin County SAM office moved in January to 1640 Orchard Drive, Suite 3, Chambersburg. If anyone would like a tour, please contact Andrea Concordia. The office number is (717) 261-1555. SAM offers walk-in hours Monday – Friday from 8:30 a.m. to 12:00 p.m. If you want to make a referral, have a case worker come to the individual’s house or set up an appointment outside these hours, please contact SAM. Individuals must have documentation for a serious mental illness (SMI) diagnosis. SAM has an information line that intake workers check regularly. If anyone is looking for information, leave a voicemail and the intake worker will return the call. Lately SAM has been receiving referrals for individuals who need additional supports or “just in case”. This is not what case management is. Case manager’s job is to link individuals with services or make other referrals. Please keep this in mind when making referrals. Mental Health Provider Meeting MH 2 3/15/19 » Mental Health Association Stay tuned for information on Walk the Walk in May. Participants will start at the Chambersburg Recreation Center and then march to Fort Chambers Park then meet back at the recreation center. Final details are still being worked out. Starting next month, MHA will provide youth Peer Support for ages 14 and up. Victoria Craig is the Director of the program. If you have any questions, please contact her. Additional announcements will be coming. Kenny Wuertenberg’s last day with MHA was last week. MHA’s board is working through the process of hiring a new CEO. Current managers at MHA are taking care of the day to day functions. Please contact the MHA office if you need to speak with any of the managers. » Healthy Communities Partnership Go Girls Go has started this week. HCP is still looking for volunteers. Volunteers can give one night a week, after school, etc. Volunteers must be willing to jog a little but are not expected to run. The program has a lesson component along with physical activity. The program serves 160 girls. HCP is looking for donations for snacks as they try to provide a healthy snack to participants. If anyone knows of groups that take collections, please let them know. Registration is open at www.timberhilltiming.com for the 5K on May 18th. Participants can walk, run, skip, etc. An adult will accompany each of the 160 girls. Strengthening Families starts in Chambersburg on March 19th. It’s a seven (7) week program. It is a universal program for low risk, no risk or high risk individuals. The Strengthening Families program is for parents and youth 10-14 years of age to learn various family skills-building. Participants can learn how to set boundaries and address barriers as well as how to talk about drugs and alcohol before youth may begin using these substances. The program will also be starting in Waynesboro on April 1st. If anyone is interested, contact the HCP office at (717) 264-1471. Children’s Services » TMCA Update No update at this time. » PerformCare Update No update at this time. » CASSP Update Child and Adolescent Service Systems Program (CASSP) received 14 referrals for the month of February which is a record high. Kim has been receiving referrals from elementary schools lately. Many families and children are not currently open with mental health services. Schools are not always aware of the services Mental Health Provider Meeting MH 3 3/15/19 children are receiving or the many services that might be available. Kim reaches out to Service Access & Management (SAM) for children who are eligible for services. Kim is in the process of updating brochures. As a reminder, Kim is able to come to your agency to talk about CASSP. Please contact her at (717) 709-2307 or (717) 264-5387 if interested. Provider Spotlight – Pennsylvania Counseling Services Rebecca Troutman and Matt Litzinger from PCS presented on children’s services and outpatient services. Family Based services – Matt Litzinger is the Director of Family Based (FB) for Franklin/Fulton. Family Based has one more position to add then they will have five (5) teams. Of those five (5) teams, one is specialized in working with children and families with challenging behaviors, such as sexual acting out behaviors. The team can work with the victim or the offender. However, the program is geared more towards the offenders. Family Based is a team delivered service where a mental health professional and mental health worker go into individuals’ homes, community and school three (3) to four (4) times a week to work with the family on relationships and improve dynamics so that children’s behaviors will decrease. Family Based is designed as the most intensive service in Franklin/Fulton before reaching Community Residential Rehabilitation (CRR) level. It is the highest level of community based service in the area. In order to be eligible, children have to have suicidal or homicidal ideations or areas of concern across home, school and community. If you know of a child that has those symptoms, get them an evaluation to see what would be recommended. Any doctor can refer for Family Based services. A prescription letter that includes their diagnosis and recommends FB is acceptable. The request is then submitted to PerformCare. Medical Assistance (MA) is needed to pay for Family Based services. In rare instances when children are fee for service or CHIP, the County will pay for the service. Outpatient services – Rebecca Troutman is an OP Therapist/Team Leader for the Chambersburg clinic. A flyer was passed around to highlight services provided by PCS in Franklin and Fulton counties. PCS provides MH counseling, D&A counseling, psychiatric services, and recovery support services. There are two (2) Certified Recovery Specialists (CRS) working with PCS providing support for those in recovery or struggling with substance use disorders and concerns. PCS has a Care Navigator that functions like a case manager. The Care Navigator has flexibility and helps connect individuals to services with substance use disorder, as well as medical, mental health, housing, financial support (such as setting up financial services), budgeting, life skills, etc. All three positions have the ability to meet clients in the community. Individuals do not have to be receiving services from PCS to receive recovery support services. The recovery support program is funded through RSA through the County. PCS has a new location they are moving to Mental Health Provider Meeting MH 4 3/15/19 and will be looking at opening additional recovery services programming, education pieces, support groups, etc. In the last year, PCS started a community support program called Critical Time Intervention (CTI). The program has been up and running since fall. PCS is working with individuals who are accessing crisis or co-responder services in both Franklin and Fulton and have difficulty in following through with services/recommendations. PCS works with Keystone Rural Health Center and TrueNorth Wellness Services. CTI is a team of two (2) individuals that are working to stabilize and help individuals engage. They look at obstacles and barriers as well as supports. They have assisted in helping figure out insurance, housing, taking individuals to medication appointments, setting them up with mental health services, budgeting, life skills, etc. The primary point of access for CTI is through crisis. All other outpatient services can be accessed through PCS’s local office or patient registration. True North Wellness Services will be in Provider Spotlight for the next provider meeting. Community Resource Spotlight – Fulton County Partnership Julia Dovey, Executive Director of Fulton County Partnership and Fulton County Human Services Administrator presented on the services available in Fulton County. Fulton County Partnership is a small non-profit human services agency that has grown over the years. The needs in Fulton can be different than those in Franklin County as well as the delivery of services and supports. The following are some services provided by FCP: Parent Education – includes Parents as Teachers (PAT), Early Head Start and Community Outreach Parenting Education (COPE). There are about 100 families served. The programs are in all three (3) school districts. If you are looking for ways to get into districts or contacts for districts, please reach out to FCP. Check and Connect Program is for students who are high truancy or have other concerns. Dental Clinic is celebrating its 20th year. It is staffed two (2) – three (3) days a week. The clinic is staffed with volunteer dentists from Franklin/Fulton. Intensive services cannot be provided but basic services can be. Anything requiring follow-up cannot be done since the dentist is not the same/consistent. There is a wait list for the program. They focus on children under 18. In addition, there is grant funding to provide this service for individuals who are working but do not have insurance. Transportation – Medical Assistance Transportation is run through FCP. Transportation is provided with FCP’s vehicles and senior service carts. If you have a Medicaid consumer that needs to get to appointments, reach out to FCP.  Another transportation service that is extremely underutilized is called Employment Transportation Assistance Program (ETAP). The program supports individuals who are low income and working. It provides 12 months of services Mental Health Provider Meeting MH 5 3/15/19 that include vehicle repairs, vehicle purchases, and mileage reimbursement to get back and forth to work. Vehicle purchase assistance would be up to $1,500. If they have a trade in, that could be used towards the purchase. The individuals are able to finance a vehicle; however, there are some finance limitations on interest rates. The program is through PennDot and does have some hoops to jump through. Individuals must live in Fulton County, have a child and be working (or have a start date for work) and have not used the program since 2011 to qualify. The budget for the program is $30,000 and less than $5,000 has been utilized thus far.  If you have consumers who cannot utilize MA Transportation and have no other way to get back and forth, FCP has Human Services Development Fund Transportation (HSDFT). This is for individuals who do not qualify for any other transportation services. Child Care – FCP is the only licensed, center based child care in Fulton County. FCP has Preschool Child Care (PACC) and School-Age Child Care (SACC) which is a before and after school child care program for Central Fulton. The program takes CCIS payments and does not ask for additional payments on top of that. There are currently no slots available for preschool but there is availability for SACC. FCP is hoping to obtain licensing for Southern Fulton for SACC. Collaboration – FCP hosts a partnership meeting monthly. Human Service professionals come to the meeting to work on priorities. Currently, the partnership is looking at a community health needs assessment. This includes working with Tri State and Fulton County Medical Center to determine what services to focus on over the next 5-10 years. Housing – for Fulton County, housing supports come from Huntingdon and Bedford area. HUD, Homeless Assistance and Emergency Solutions are different. County Announcements/Information » Forensic Initiative Funding The County is in the process of working with Keystone Service Systems in setting up a Forensic Specialized Community Residence (SCR). Jim will be meeting KSS to look at a potential location today. KSS is the contracted provider of the current SCR and will be the contracted provider of the Forensic SCR. The Forensic SCR is an eight (8) bed facility focusing on those coming out of the jail or state correctional institutions. There will be more information to come on this. Mental Health Provider Meeting MH 6 3/15/19 » Announcements from Cori Seilhamer Franklin/Fulton, in conjunction with Cumberland/Perry, is hosting a Train the Trainer QPR (Question, Persuade and Refer); a suicide prevention training. Cumberland/Perry slots are full but Franklin/Fulton still has five (5) available slots. If anyone is interested, there are pre-requisites. Please contact Cori for more information. The County has Infant and Early Childhood Mental Health Training for Behavioral Health Staff funds available. This is for anyone working with children 0-6 years of age and their primary function is behavioral health. MH is able to provide online training access through a subscription for those who are interested. Some of the trainings that have been pre-approved are Attachment Bio-Behavioral Catch- Up, Child Parent-Psychotherapy, Circle of Security, DC 0-5, Facilitating Attuned Interactions, Parent-Child Interaction Therapy, Trauma Focused CBT, and Triple P. MH is looking to utilize these training dollars. If anyone is interested in training, please contact Cori. Crisis Intervention Team (CIT) training is scheduled for April 1st – 5th. If anyone is interested, there are still a few available spots. Please contact Cori. May is Mental Health month. Proclamation will be signed at the Franklin County Commissioners’ Office and Fulton County Commissioners’ Office. Dates have not yet been set but will be sent out when determined.  Mental Health First Aid Training is May 22nd and 23rd from 8:00 a.m. – 12:00 p.m. at Keystone Health’s new building on Chambers Hill. Participants must attend both four (4) hour sessions. Training is free. It is now due March 29th instead of March 15th. » Psychiatric Admissions Reporting Overview The report provided is comparing fourth quarter (October – December) 2018 with 2017. It addition, information is provided on calendar year actual utilization for Danville. If anyone has any questions, please contact Jim. » Staff Burnout and Well-being Report Dr. Kim Weikel is facilitating the burnout and well-being workgroup. The workgroup has met a few times. The purpose is to make an effort in regards to addressing staff burnout and well-being. The workgroup is open to anyone who is interested. If there are particular dates and times that would work best, please let Dr. Weikel know. Currently, the workgroups take place on Thursdays. Data gathering will be starting next week. The plan is to have a link in an email that providers can access to provide the data, if interested in participating. This is strictly voluntary. The idea is to send the email to Jim then he will forward it to providers that are interested in participating. The provider can then choose the best method in completing the survey (forwarding email to staff, etc.). The survey will be open for at least a month. The results will be provided once gathered. There are a series of workshops taking place. The first one is set up for next Thursday (March 21st) at the Mental Health Association. An email was sent out to RSVP. There are two (2) sessions; one in the morning and one in the afternoon. Follow up will take place on April 11th as this is a two (2) part workshop. If there is interest, a third follow up will be held in the summer to see how things are going. The meeting was adjourned.
