The Franklin County Commissioners met Tuesday, April 9, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. The Board attended the Prison Board meeting. Chairman Keller presided
and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Kim Wertz provided public comment and asked if the election agreement is more
expensive this election then last election. Ms. Wertz also asked for more information on
the Fair Housing Resolution and if it's guidelines the county has to adhere to or won't get
certified. Chairman Keller responded that we are required to pass this resolution each
year. Ms. Wertz mentioned the Borough meeting last night where they discussed
parking. Most parking lots are underutilized and people don't use them because they
don't want to walk. She is going to reach out to Jeffrey Stonehill and ask him about this
and tell him that it's wrong.
The minutes of the April 2, 2019 and April 4, 2019 meetings were reviewed.
These will be decided upon on Thursday, April 11, 2019.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked for more information on board action item #11, WASP Barcode quote.
Jeremy Zimmerman, Purchasing Coordinator, explained that they are an asset
management company that will provide the hardware and training for the asset
management project to barcode the county's current inventory and new inventory with
the building project. Chairman Keller asked Carrie Gray, County Administrator, if the
Beidel agreement to print election ballots is more expensive than other elections to
answer Ms. Wertz question during public comment. Ms. Gray explained that she recalls
Jean Byers stating the price is similar to other primary elections but it is higher than the
last election which was a general election with only one ballot. Commissioner Thomas
responded that it could be more because of the special election but Commissioner
Ziobrowski responded that his understanding is that there is not a separate ballot for the
special election for the republican and democrat voters. The following item was
approved today while the remaining items will be approved Thursday, April 11, 2019.
The Board reviewed Planning Office matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Fair Housing
Resolution #2019-09 which is a requirement from the U.S. Department of Housing and
Urban Development for the County to pass every year to ensure the County implements
programs to guarantee equal opportunity in housing for all persons.
The Board reviewed information on Fair Housing Month. On a motion by Robert
G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved Proclamation
#2019-07 for the purpose of proclaiming the month of April as Fair Housing Month to
provide equal housing opportunities for all men and women in Franklin County and that
the attached proclamation be made a part of these minutes.

The Board reviewed information on National County Government Month.
Chairman Keller said the theme for this year is "Connecting the Unconnected". He
continued that Commissioner Thomas suggested the Board do this proclamation since
it's a NACo initiative. Commissioner Thomas explained that the reason we approve this
proclamation is due to many people don't know what counties do. This helps residents
know and understand more about the responsibilities of counties. We have many
responsibilities and initiatives. This is helping maintain the integrity of the counties as far
as enhancing quality of life. He continued that counties deliver many services that are
mandated by the state and federal governments He mentioned other initiatives that
Franklin County is working on, including early childhood education. National County
Government Month is to recognize all of the good work that is being done. On a motion
by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved
Proclamation #2019-08 for the purpose of proclaiming the month of April as National
County Government Month and that the attached proclamation be made a part of these
minutes.
The meeting was adjourned at 10:00 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.

Proclamation No. 2019-07
FAIR HOUSING MONTH PROCLAMATION
Wi IF'REAS, April marks the anniversary of the passage of the Fair Housing Act of 1968, which sought
to eliminate discrimination in housing opportunities and to affirmatively further housing choices for all
Americans; and
WHEREAS, the ongoing struggle for dignity and housing opportunity for all is not the exclusive
province of the Federal government; and
WHEREAS, vigorous local efforts to combat discrimination can be as effective, if not more so, than
Federal efforts; and
WHEREAS, illegal barriers to equal opportunity in housing, no matter how subtle, diminish the rights
of all;
NOW, THEREFORE, BE IT RESOLVED, that in the pursuit of the shared goal and responsibility of
providing equal housing opportunities for all men and women, Franklin County, does hereby join in
the national celebration by proclaiming
APRIL, 2019 as FAIR HOUSING MONTH
and encourages all agencies, institutions and individuals, public and private, in Franklin County to
abide by the letter and the spirit of the Fair Housing law. Signed and sealed this day: April 9, 2019.

National County Government Month - April 2019
"Connecting the Unconnected"
WHEREAS, the nation's 3,069 counties serving more than 300 million Americans provide
essential services to create healthy, safe and vibrant communities; and
WHEREAS, counties provide health services, administer justice, keep communities safe,
foster economic opportunities and much more; and
WHEREAS, Franklin County and all counties take pride in our responsibility to protect and
enhance the health, welfare and safety of our residents in efficient and cost-effective ways;
and
WHEREAS, through National Association of Counties President Greg Cox's "Connecting the
Unconnected" initiative, NACo is demonstrating how counties deliver "people -centered"
services to our residents nationwide; and
WHEREAS, each year since 1991 the National Association of Counties has encouraged
counties across the country to elevate awareness of county responsibilities, programs and
services; and
WHEREAS, Franklin County Government envisions a community moving forward together to
improve the lives of all residents while still honoring our heritage. To achieve this vision,
Franklin County provides services which are responsive to the health, safety and general
welfare needs of County residents. County services are provided to individuals and families
from cradle to grave — from Early Intervention for children from birth to age three — all the
way through burial assistance for Veterans. The Commissioners are dedicated to providing
these services through the efficient and effective use of the County's available resources in
an honest, open and caring manner.
NOW, THEREFORE, BE IT RESOLVED THAT WE, the Franklin County Commissioners, do
hereby proclaim April 2019 as National County Government Month and encourage all
county officials, employees, schools and residents to learn more about, and celebrate,
the services of Franklin County Government.
IN WITNESS WHEREOF, We have hereunto set our hands and caused the seal of
